Within MITRE' National Intelligence Division, the IC Enterprise Operations Department (N924) supports ODNI's executive offices and community-wide enterprise functions, including CIO, CFO, security, data, and other senior corporate roles. The department strengthens governance, modernizes enterprise services, improves transparency, and ensures secure and efficient operations across the IC. It provides the systems expertise, operational insight, and programmatic support needed for ODNI to lead an integrated and accountable enterprise.
Roles & Responsibilities:The IC Enterprise Operations Department seeks a Financial and Budget Analyst Lead for our support to the Office of the Director of National Intelligence (ODNI) which involves providing expert resource advice to the sponsor in the planning and oversight of the ODNI's budget formulation and execution, proposing allocation of resources between competing demands, and collaborating with senior intelligence officials to ensure critical mission requirements are funded and properly executed. The sponsor requires trusted advisors to perform budget and resource analysis and provide unbiased and independent recommendations on programming resources to achieve planned objectives.
Responsibilities Include:
- Deliver analysis results and recommendations within these products: Congressional Budget Justification Book and supporting analyses, responses to Congressional inquiries, directed actions, and budget marks, performance-based budgeting artifacts, budget execution and trend reporting/analyses, contract analyses, policy analyses, and programmatic budget support and analyses.
- Provide analysis and assessment of technical and programmatic baselines to ensure alignment with directorate needs/requirements implementation.
- The assessment of policy changes and/or technology insertion and their effect on the budget request.
- Review, analyze, and summarize budget exhibits.
- Leverage existing IT systems to collect, monitor, and analyze current budget allocations.
- Provide clear, concise, and unbiased recommendations to senior government officials.
Basic Qualifications:- Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years with a Master's degree; or 3 years with a PhD; or an equivalent combination of education and relevant experience.
- Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP).
- Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance. Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
- Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this opening.
- This position has an on-site requirement of 5 days a week on-site
Preferred Qualifications: - Bachelor's Degree in Finance, Economics, Business, Accounting, Data Science/Analytics or related field.
- Experience with government budget systems and processes.
- Experience with analysis conducted using Microsoft Excel.
- Familiarity with concepts covered in the Certified Defense Financial Manager (CDFM) or the DoD Financial Management Certificate Program (DFMCP).
- Strong professional writing and editing abilities.
- Ability to lead a financial-related study, conduct research, collaborate with a multi-disciplinary team, and communicate results for decision makers.
- Ability to interact with senior level government officials in a fast-paced environment.
