Overview

The Industrial Security Specialist supports the administration and execution of the Nakupuna Companies Industrial Security Program under the direction of the Director of Industrial Security and Insider Threat Programs. This is a pipeline position intended to support current and anticipated growth across the Nakupuna Companies and may be filled as business and contract requirements evolve.

 

The position provides industrial security support to assigned Lines of Business, contracts, employees, consultants, subcontractors, and program leadership while helping ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), applicable contractual requirements, company security policies, and customer security requirements.

 

The Industrial Security Specialist serves as a primary security point of contact for assigned programs and is responsible for managing contract-specific security requirements throughout the contract lifecycle. The position works closely with the Facility Security Officer (FSO), Assistant Facility Security Officer (AFSO), Personnel Security (PERSEC) team, Program Managers, Contracts, Recruiting, Human Capital, Information Technology, government customers, and other stakeholders to ensure security requirements are identified, communicated, documented, and completed in a timely manner.

 

The Industrial Security Specialist is expected to provide responsive customer support, maintain accurate and auditable security records, identify potential compliance concerns, and contribute to the overall readiness and effectiveness of the Nakupuna Companies Industrial Security Program.

This position is focused on industrial security program administration and contract security support. It does not perform Information Security, cybersecurity, Information System Security Manager (ISSM), Information System Security Officer (ISSO), or classified information system administration functions.

Essential Duties and Responsibilities Industrial Security Program Support
  • Support implementation and administration of the National Industrial Security Program across assigned Nakupuna Companies, contracts, and Lines of Business.

  • Apply applicable requirements of 32 CFR Part 117, company Security Standard Practices and Procedures (SPP), DD Forms 254, contract security requirements, and other applicable government security guidance.

  • Assist the FSO and AFSO with maintaining compliant industrial security operations and preparing for DCSA security reviews, self-inspections, and other compliance assessments.

  • Identify security risks, process gaps, or potential compliance concerns and elevate issues to the FSO or appropriate Security Team leadership.

  • Maintain knowledge of company security policies, processes, reporting requirements, and industrial security program procedures.

  • Support security incident, suspicious contact, adverse information, and other reportable matter processing as directed by the FSO.

  • Support implementation of corrective actions and process improvements resulting from internal reviews, security incidents, self-inspections, audits, or DCSA assessments.

Line of Business and Contract Security Support
  • Serve as the Security Team lead or primary security point of contact for assigned Lines of Business and contracts.

  • Provide security guidance to Program Managers and contract leadership throughout the contract lifecycle, from pre-award and contract startup through ongoing performance and closeout.

  • Participate in contract kickoff meetings and identify applicable security requirements, deliverables, access requirements, security points of contact, and potential implementation risks.

  • Establish and maintain contract security records within approved Security Team repositories and management tools.

  • Develop, maintain, and update contract-specific security process guides and reference materials.

  • Conduct recurring touchpoints with Program Managers to review contract security requirements, outstanding actions, employee access requirements, consultant activity, and other security matters.

  • Monitor contract security requirements and proactively identify upcoming renewals, expirations, changes, or other actions requiring Security Team or Program Management attention.

  • Coordinate with the FSO, PERSEC, Contracts, Recruiting, Human Capital, Information Technology, and other departments when security actions require cross-functional support.

DD Form 254 Administration
  • Review prime DD Forms 254 and associated security documentation for assigned contracts.

  • Identify contract security requirements, classification levels, access requirements, safeguarding requirements, special security requirements, and applicable security guidance.

  • Maintain accurate copies and records of DD Forms 254 and associated contract security documentation.

  • Coordinate questions or discrepancies regarding DD Form 254 requirements with the FSO, Contracts Team, Program Management, or Government Contracting Activity as appropriate.

  • Prepare and process subcontractor DD Forms 254 under the direction of the FSO when classified requirements are flowed down to subcontractors.

  • Monitor DD Form 254 revisions, renewals, modifications, and contract changes for potential impacts to personnel, facility, or program security requirements.

Access, Visit, and Credential Administration
  • Coordinate security access requirements for employees and consultants supporting assigned contracts.

  • Process or coordinate outgoing visit authorization requests and other customer access submissions.

  • Monitor visit authorization expiration dates and recurring access requirements and initiate renewals as necessary.

  • Coordinate Common Access Card (CAC), government badge, system access request documentation, and related credentialing requirements when required by assigned contracts.

  • Work with Program Managers, employees, and government security representatives to resolve access issues and prevent avoidable interruptions to contract support.

  • Maintain appropriate documentation and tracking of access-related actions in approved Security Team tools and records.

Consultant and Subcontractor Security Administration
  • Coordinate security onboarding and access requirements for consultants supporting assigned contracts.

  • Verify that required consultant agreements and security documentation are in place before security access is established.

  • Maintain consultant records and monitor recurring security requirements, including training, access, visit authorizations, and other contract-specific requirements.

  • Coordinate with Contracts and Program Management regarding additions, removals, or changes involving consultants and subcontractors.

  • Support subcontractor security administration and DD Form 254 flow-down requirements when applicable.

Personnel and Contract Onboarding Support
  • Coordinate with Personnel Security to ensure cleared employees are appropriately aligned to the correct company, contract, clearance level, and access requirements.

  • Complete contract-specific onboarding actions after applicable Personnel Security requirements have been satisfied.

  • Communicate contract-specific security requirements, customer requirements, and access procedures to new employees and consultants.

  • Monitor onboarding activity and coordinate with Recruiting, Program Managers, and Personnel Security to identify potential delays or missing information.

  • Conduct or coordinate post-onboarding security check-ins as required by Security Team procedures.

  • Support employee transfers, contract changes, and separations by completing assigned contract-specific security actions and ensuring required access changes are addressed.

Industrial Security Records and Workflow Management
  • Maintain accurate and timely records within industrial and personnel security management tools, including Sign In Compliance, Freshservice, DISS, SharePoint, and other approved government or company platforms required to perform assigned industrial security duties.

  • Monitor assigned Sign In Compliance workflows, Freshservice tickets, reports, and other industrial security tracking mechanisms.

  • Ensure assigned security requests are appropriately documented, prioritized, updated, and closed within established Service Level Agreement expectations.

  • Protect Personally Identifiable Information, Controlled Unclassified Information, and other sensitive information in accordance with applicable handling requirements.

  • Support data quality reviews and reconciliation of employee, contract, access, and security information across approved industrial security management tools and records.

  • Maintain organized and auditable security records for assigned contracts and activities.

Security Education and Customer Support
  • Provide employees, managers, and program leadership with practical guidance regarding company and contract security requirements.

  • Assist with security briefings, awareness efforts, training initiatives, and employee communications.

  • Reinforce employee responsibilities regarding safeguarding, foreign travel, foreign contacts, security incidents, suspicious activity, visit requirements, and other applicable reporting obligations.

  • Direct employees to appropriate Security Team reporting channels and resources.

  • Promote a customer-focused approach that provides timely, accurate, and professional security support while maintaining regulatory compliance.

Proposal, RFP, and Business Development Support
  • Review RFPs, RFIs, Statements of Work, Performance Work Statements, DD Forms 254, and other solicitation materials for security-related requirements when requested.

  • Identify potential personnel clearance, facility clearance, safeguarding, access, Special Access Program, information protection, or other industrial security requirements.

  • Provide security-related input to proposal teams and leadership regarding current company capabilities, potential gaps, dependencies, and implementation considerations.

  • Coordinate with the FSO before making representations regarding company industrial security capabilities or commitments.

Program Readiness and Continuous Improvement
  • Participate in Security Team self-inspections, compliance reviews, audits, and DCSA assessment preparation.

  • Review assigned contracts and records for completeness, accuracy, and compliance.

  • Identify opportunities to improve industrial security processes, workflows, documentation, automation, reporting, or customer support.

  • Assist with developing and updating Security Team procedures, templates, process guides, training materials, and other program documentation.

  • Participate in cross-training to maintain adequate team coverage and continuity of operations.

  • Provide workload, SLA, contract-support, and other program metrics when requested.

Additional Responsibilities
  • Monitor Security Team communications, Helpdesk requests, and assigned workflows throughout the workday.

  • Participate in Security Team meetings, workload reviews, personnel action reviews, compliance reviews, and other required meetings.

  • Maintain awareness of assigned priorities and communicate emerging risks, competing deadlines, or resource constraints to Security Team leadership.

  • Support other Industrial Security Program activities as assigned based on business growth, contract requirements, staffing needs, or changes to federal security requirements.
