Full Job Description
Amazon's Immigration team is looking for an Immigration Policy Specialist to join our Employee Onboarding Experience (EOE) organization. This is a hands-on individual contributor role for an immigration and public policy subject matter expert who can operate independently in a fast-moving regulatory environment, manage multiple competing priorities, and shift from strategic analysis to tactical execution within the same day.

In this role, you will own deliverables end-to-end: analyzing proposed and final immigration rules for their impact on Amazon's workforce and costs, drafting executive communications, building and running operational mechanisms, leading data analysis and scenario planning, and coordinating across internal and external stakeholder groups. You will regularly produce materials for senior leaders and must be able to write clearly and concisely, with a bottom line up front for a non-specialist executive audience. When a new, unanticipated policy action arrives, you will be ready to pivot immediately, stand up crisis response infrastructure, and keep the work moving forward.

Key job responsibilities

Policy analysis and strategic response
• Analyze proposed and final governmental regulations, administrative actions, and executive actions from federal immigration agencies for their impact on Amazon's workforce, operations, and costs, producing clear impact assessments and options papers for leadership review.
• Develop strategic response options for each regulatory change, including cost modeling, implementation feasibility, legal guardrails, and stakeholder implications.
• Draft and manage the production of executive papers, briefings, decisional documents, FAQs, and options analyses for senior leadership audiences.
• Monitor regulatory review timelines, Federal Register publications, agency guidance, court proceedings, and Congressional activity for early warning of policy changes.
• Lead recurring policy coordination meetings, track action items, circulate summaries, and ensure follow-through.

Mechanism design, implementation, and operations
• Design, build, and run the operational mechanisms required to implement leadership decisions, including approval workflows, tracking tools, escalation processes, and reporting dashboards.
• Own the day-to-day operation of policy-related mechanisms, tracking outcomes, identifying edge cases, resolving issues, and continuously improving based on real-world experience.

Crisis response and rapid mobilization
• When new regulatory actions are announced, often without warning, shift to crisis response mode and stand up coordination calls, agendas, and action-item tracking.
• Triage incoming requests from leadership and stakeholders during crisis periods and own daily or weekly reporting while a response is active.

Communications
• Draft communications explaining policy changes, what they mean for the individual, and what action is needed, coordinating review with Legal, Communications, and HR partners.
• Create and maintain FAQs, toolkits, and reference materials for recruiters, hiring managers, candidates, and employees.

Data analysis and reporting
• Pull, analyze, and present workforce data to support policy decision-making, working with analytics partners.
• Produce reports showing who is affected by policy changes, broken down by dimensions such as role, business line, geography, and time horizon.

BASIC QUALIFICATIONS

- Bachelor's degree or equivalent

- Bachelor's degree in Law, or 5+ years of Employment Law experience

- Experience creating and delivering written and oral communications for technical and non-technical audiences

- Experience managing multiple projects and priorities across teams in a fast-paced, deadline-driven environment

- Experience analyzing data and creating reports for leadership

- • Demonstrated subject matter expertise in US employment-based immigration programs (such as H-1B, PERM, OPT, and green card processes), including how the programs work, who they affect, and how regulatory changes create business impact.

PREFERRED QUALIFICATIONS

- Master's degree or above in a relevant discipline (e.g. Law, Political Science, Public Policy, Public Affairs, Economic Development)

- Experience in employee relations, labor relations, or labor/employment law

- Experience engaging with regulatory agencies in permit applications or equivalent

- • Experience with DOL prevailing wage requirements, LCA compliance, NIV and IV, PERM labor certification, and/or OPT and student visa programs.

- • Experience with crisis response or rapid-reaction communications in a large, matrixed organization.

- • Experience with external stakeholder engagement such as trade associations, government officials, or peer companies.

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
