  • Five (5) years of experience providing technical support to develop concepts and capabilities for DoW Identity Intelligence (I2) and biometrics focusing on policy, planning, engagement, concept and doctrine development, strategic communication, knowledge management, and capability development.

Responsibilities:

SANCORP is seeking a Staff Officer III Expertise on DoW coordination to support Counterintelligence, Law Enforcement & Security (CL&S) Office within the Office of the Under Secretary of Defense, Intelligence and Security (OUSD(I&S)) and its directorates. The following are examples of responsibilities:

  • Provide daily technical support to develop concepts and capabilities for DoW I2 (inclusive of Defense Watch listing) and biometrics focusing on policy, planning, engagement, concept and doctrine development, strategic communication, knowledge management, and capability development.
  • Creating and staffing documentation to define current, proposed, or future DoW I2 and biometrics capabilities, which will serve as a basis of reference for enduring capabilities and support to the DoW intelligence, security, and law enforcement enterprises.
  • Engage with and review I2 and biometrics policies, plans, guidance, and directives for DoW, IC, USG, and international partners for equities and provide comments on documents to institute enduring I2 and biometrics capabilities to support all domain operations, national security, and homeland defense activities.
  • Provide in-depth I2 and biometrics SME support to inform and guide DoW leadership, engaging with stakeholders to develop and refine policies, plans, and architectures.
  • Provide subject matter expertise on I2 and biometrics and enabling initiatives, interacting with other IC partners and forums to prepare and coordinate staff packages, including but not limited to white papers, memos, and implementation plans.
  • Include I2 and biometrics data management, architecture development, doctrine, and training support to professionalize the Joint Force and institutionalize I2 and biometrics within DoW. Additionally, the contractor shall conduct stakeholder analysis to identify supporters, competitors, constraints, and opportunities for I2 and biometrics within DoW.
  • Harmonize system development and capability implementation strategies with stakeholder organizations to develop capabilities that are interoperable with other identity management systems.
  • Develop and maintain a knowledge management framework to support strategic communications, outreach efforts, and create a multi-media outreach package to familiarize DoW senior executives and leaders with I2 and biometric capabilities and their contributions to all domain operations, homeland defense, and national security.
  • Develop vignettes that illustrate the value and potential of I2 and biometrics, as well as the consequences of ineffective programs and the benefits of a mature I2 and biometrics processes.
  • Facilitating this service through the creation of marketing materials that promote I2D, I2, and biometrics within DoW and the Interagency.
  • Represent I2D interests, advocate for DoW I2 and biometrics interests, and support the development of I2 and biometrics capabilities to meet defense intelligence, security, and law enforcement challenges.
