Full Job Description
Position Overview

Halvik is seeking an experienced, autonomous Human Resources Manager to lead our HR operations and own our employee engagement strategy within a dynamic, mid-size Government Contracting (GovCon) environment. In this hybrid leadership role, you will serve as an independent subject matter expert who steps in on day one with a deep, battle-tested working knowledge of complex employee relations, compliance, leave administration, and ADA accommodations.

Rather than requiring foundational training, your onboarding will focus on mastering Halvik's specific systems, policies, and culture. We are looking for a seasoned professional with exceptional judgment who can independently navigate sensitive conversations, coach managers effectively, ensure strict compliance without oversight, and proactively own and drive our comprehensive employee engagement and culture-building initiatives.

Key Responsibilities & Ownership

Employee Engagement & Culture Ownership
  • Own the Employee Engagement Strategy: Design, champion, and drive comprehensive employee engagement programs, recognition initiatives, wellness activities, and culture-building events tailored to a mission-driven GovCon workforce.
  • Foster a high-retention, connected culture across hybrid work environments, translating feedback and engagement metrics into actionable programs and community-building initiatives.

Employee Relations & Management Coaching
  • Serve as an independent subject matter expert and trusted advisor to managers, providing sound, legally compliant guidance on complex workplace issues, conduct, and employee relations matters.
  • Independently lead sensitive, high-stakes employee discussions, performance conversations, workplace investigations, and conflict resolutions with high emotional intelligence, discretion, and professionalism.

Leave of Absence & Accommodation Administration
  • Autonomously administer and coordinate comprehensive leave programs, ensuring end-to-end compliance and seamless tracking, including:
    • Family and Medical Leave Act (FMLA) & State Family/Medical Leave programs
    • Americans with Disabilities Act (ADA) accommodations and the interactive process
    • Pregnancy-related accommodations and leave
    • Military leave (critical for cleared and military-affiliated personnel) and Workers' Compensation leave coordination
    • General paid and unpaid leave programs
  • Lead the interactive accommodation process independently, working collaboratively and professionally with employees, managers, and medical providers.

Performance Management & Corrective Action
  • Proactively partner with managers to diagnose performance and attendance concerns, behavioral standards, and policy violations, bringing pre-existing expertise to every scenario.
  • Independently draft, review, and execute Performance Improvement Plans (PIPs), counseling memoranda, written warnings, and other corrective action documentation.
  • Monitor employee progress through PIP cycles, providing direct coaching to managers on documentation, next steps, and risk mitigation.

Compliance, Policy & GovCon Administration
  • Maintain comprehensive, up-to-date mastery of federal and state employment laws and regulations (e.g., FMLA, ADA, state leave laws, wage/hour requirements, EEO, OFCCP regulations relevant to the GovCon space).
  • Assist in the refinement, clear communication, and interpretation of internal HR policies, security-aligned guidelines, and standard operating procedures.
  • Conduct regular audits and maintain highly confidential employee records to guarantee organizational compliance, audit-readiness, and data accuracy.

Qualifications & Requirements
  • Education & Experience: Bachelor's degree in Human Resources, Business Administration, or a related field, accompanied by 6+ years of progressive HR experience, with significant depth and leadership experience within a Government Contracting (GovCon) environment.
  • Core Expertise (Day-One Readiness): Advanced, self-sufficient knowledge of federal and state employment laws, including FMLA, ADA interactive processes, employee relations management, and handling complex corrective actions without foundational training.
  • Engagement & Culture Leadership: Proven track record of successfully owning, creating, and scaling employee engagement, recognition, and culture-building programs in a hybrid workplace.
  • Communication & Judgment: Exceptional interpersonal, problem-solving, and conflict-resolution skills. Demonstrated ability to navigate difficult conversations and manage sensitive, confidential matters with poise, firmness, and empathy.
  • Professional Drive: A strategic, proactive leader looking to bring immediate stability, expert-level partnership, and vibrant culture ownership to Halvik's growing HR team.
