Full Job Description
BEI Construction is seeking a hands-on Human Resources Manager to lead day-to-day HR operations and support both employees and company leadership. Dual reporting to the CEO and part-time Human Resources Director, this role oversees the Human Resources Administrator and is responsible for delivering practical, responsive, and compliant HR support across the organization. This is an in-office position based at our corporate headquarters in Alameda, California.

Responsibilities:
  • Lead the day-to-day HR function by setting priorities, resolving operational issues, and ensuring timely, consistent service across the organization.
  • Manage core HR programs and compliance processes, including recruiting, onboarding, benefits administration, workers' compensation coordination, employee records, policy development and updates, training coordination, and employment law compliance.
  • Lead and develop the Human Resources Administrator, providing direction, coaching, prioritization, and review of HR work to ensure responsive, consistent, and compliant service delivery.
  • Serve as a trusted, hands-on HR resource for sensitive employee matters, including workplace investigations, corrective action, accommodations, leaves of absence, workers' compensation matters, policy interpretation, terminations, and employee concerns. Provide timely, practical guidance while maintaining confidentiality, consistency, and compliance.
  • Partner with leadership on workforce and compensation planning, employee relations, performance management, training needs, and people strategies that support business goals. Translate legal and operational HR requirements into clear, workable guidance for leaders and teams.
  • Identify and implement improvements to HR processes, systems, communication, and documentation that strengthen compliance, reduce administrative burden, mitigate risk, and improve the employee experience.


Qualifications:
  • At least five years of progressive human resources experience, including experience leading HR operations, advising managers, and handling complex employee-relations and compliance matters.
  • Bachelor's degree in human resources, business administration, or a related field preferred. Relevant HR certification, such as PHR, SPHR, SHRM-CP, or SHRM-SCP, is also preferred; an equivalent combination of education and experience may be considered.
  • Strong working knowledge of HR compliance, employee relations, benefits administration, recruiting, onboarding, policy administration, employee records, and California employment practices.
  • Demonstrated ability to lead and develop staff, communicate clearly with employees and executives, manage competing priorities, exercise discretion and sound judgment, and follow through with a high level of accuracy and attention to detail.
  • Proficiency with HRIS and timekeeping systems, along with Microsoft Office Suite, is required. The successful candidate should be comfortable learning new systems and using technology to improve HR processes and reporting.
