About the team and the rolePUDO (pick-up and drop-off) is a major critical initiative to build a materially lower-cost shipping proposition for eBay and Depop. In the US, that requires creating a physical network and operating model that largely does not exist today - combining pickup/drop-off locations, sweep and consolidation, transportation, last mile, technology, and third-party partners into one reliable customer experience.
This role owns the business design of that network and the operating system required to make it work across PUDO, Global Shipping, Operations, Product, Commercial, and external partners. The person will determine what network is required to serve marketplace demand, how it should evolve as volume and density grow, and whether the end-to-end operating capability is ready to expose to customers and scale.
The role combines network strategy, operational quality, network intelligence, and partner capability during the build phase so that network design and real-world execution remain tightly connected. Come help us build something amazing!
What you will accomplish- Own the business recommendation for PUDO network architecture, including node strategy, pickup/drop-off placement, coverage depth, density standards, transportation flows, capacity, and market sequencing.
- Translate marketplace demand and volume plans into the physical network required to serve them - determining where coverage matters, how much density is needed, and when additional nodes or transportation capability create real customer and economic value.
- Design and evaluate end-to-end parcel flows across pickup/drop-off, sweep, consolidation, sortation, linehaul and last mile, making explicit cost/service trade-offs by flow rather than relying on blended network averages.
- Establish the operating standards and evidence required to determine whether a market, partner capability, or new flow is ready to STOP, SLOW or EXPAND.
- Lead market Operations & Quality and Network Intelligence capabilities, ensuring network strategy is continuously informed by actual service, capacity, customer friction and node productivity.
- Define the business capabilities required from operating partners and work with Product, Engineering and Operations to ensure those capabilities function reliably end to end.
- Identify structural network problems - not just individual operating incidents - and lead changes to network design, partner capability or operating process where needed.
- Build the network strategy for scale, including where eBay should continue to use third parties and where greater control may be required to achieve the desired economics or service.
What you will bring- Deep experience designing, scaling or operating complex logistics, transportation, out-of-home, last-mile or small-parcel networks
- Strong understanding of network economics and the relationship between coverage, density, utilization, transportation flows, capacity, service and cost
- Demonstrated ability to make network-design decisions using geospatial, volume, cost and service data rather than relying primarily on partner recommendations
- Strong quantitative fluency and ability to personally interrogate network and operating data, model scenarios and make cost/service trade-offs. SQL, geospatial tools or comparable analytical capability are strongly preferred
- Experience working across multiple parts of a logistics value chain - such as nodes, sweep/collection, consolidation, sortation, linehaul and last mile - and understanding how changes in one component affect the end-to-end system
- Experience leading third-party logistics or technology partners while maintaining independent judgment on network requirements and performance.
- Strong operating judgment: able to distinguish an isolated defect from a systemic network issue and translate operational evidence into a structural fix
- Demonstrated ability to lead senior operators and analytical talent while remaining hands-on in the underlying problem solving
- Ability to work across Product, Engineering, Commercial, Finance, Analytics and external partners and drive decisions without relying on direct authority
How we will measure successSuccess means building a network that becomes more useful, productive, and sustainable as it scales.
In the early stages, the focus is on establishing strong customer access and reliable operating performance. As the network matures, success increasingly depends on growing adoption, improving utilization, and ensuring capacity and coverage evolve with customer demand.
Over time, the role is accountable for helping shape a network that balances customer convenience, service quality, operational efficiency, and sustainable economics.
The role succeeds when network expansion is deliberate, customer usage strengthens over time, and the operating model becomes more efficient and scalable as the business grows.
