Job Responsibilities

    • Administers grants and cooperative agreements, applying knowledge of organizational needs and deadlines.
    • Understands and executes the various stages of the grant lifecycle including pre-award review, grant progress monitoring, and award closure.
    • Recognizes factors that influence the grants process.
    • Completes steps in the solicitation process.
    • Coordinates actions with program officials regarding administrative and programmatic issues.
    • Develops guidelines for handling and/or adhering to grant changes
    • Determines when a grantee should be referred to enforcement actions.
    • Communicates expectations and reinforces requirements with grantees.
    • Leads activities to ensure grantee compliance with the established grant.
    • Analyses requested budgets and determines award budgets.
    • Administer portfolio oversight, ensuring compliance with policies and tracking documentation.
    • Negotiate, prepare, and manage agreements, interpreting laws/regulations and handling special assignments.
    • Perform post-award monitoring; review changes, ensure compliance, and resolve financial or administrative issues.
    • Monitor program expenditures, prevent fund lapses or overspending, and initiate awardee correspondence.
    • Contribute to policy creation and procedural guidance; recommend process improvements.
    • Generate correspondence for unusual awardee issues; review and distribute performance and financial reports.


Required Qualifications

  • Bachelor's degree in Administration or Financial Management
  • Experience administering grants and cooperative agreements within the Federal Government
  • Experience applying critical financial concepts and practices to establish and maintain realistic budgets.
  • Knowledge and experience with Federal statutes, regulations, polices, and procedures.
  • Experience in developing and monitoring processes and organizing resources to achieve results.
  • Excellent communication skills


Desired Qualifications

  • MBA or Masters degree preferred.
  • Experience interpreting and analyzing the meaning and implications of key financial indicators.
  • Experience in understanding overall financial performance of the organization and the resulting capacity to manage supported projects.
