The Position:

This position is awaiting contract award.

We are seeking an experienced Senior Acquisition Specialist / Management Analyst to drive lifecycle acquisition and program management efforts for the H-53 variants program at NAS Patuxent River. In this senior role, you will serve as a strategic advisor and primary author for high-visibility program milestones.

You will ensure total compliance across complex defense acquisition pathways while providing critical decision support that directly impacts the heavy-lift mission readiness of naval aviation platforms.

Responsibilities:

  • Oversee, draft, and finalize complex program milestone documentation, ensuring absolute compliance with DoD and SECNAV 5000 series directives.
  • Architect and manage high-level defense procurement documentation, including Acquisition Plans (APs), Acquisition Strategy Reports (ASRs), Procurement Initiation Documents (PIDs), Statements of Work / Performance Work Statements (SOW/PWS), complex funding packages, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBAs).
  • Critically evaluate organizational procedures, operational philosophies, and contractor documentation against strict contract specifications and strategic mission requirements to identify risks and compliance gaps.
  • Synthesize dense program data to author, review, and deliver executive-grade briefs, technical point papers, and official NAVAIR correspondence.
  • Serve as a primary representative and analyst during formal program review boards, milestone conferences, and stakeholder working groups.


Qualifications:

  • Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
  • Master of Arts (MA) or Master of Science (MS) degree from an accredited institution.
  • Over 10 years of progressive experience in DoD acquisition management or program analysis performing the functional duties described above, ideally supporting naval aviation (NAVAIR) or Major Defense Acquisition Programs (MDAPs).
  • Expert-level mastery of the DoD 5000 series lifecycle frameworks, defense acquisition pathways, and federal procurement regulations.
  • Exceptional technical writing capabilities, advanced analytical problem-solving, and the professional presence required to guide deliverables in a high-tempo military program office environment.
