Responsibilities

TITLE: GL & Accounting Operation Manager

DEPARTMENT: MAOF Accounting & Finance (Los Angeles County)

ANNUAL SALARY: $135,000.00 - $140,000.00

GENERAL SUMMARY:

The Accounting Manager oversees complex accounting operations and financial analysis to ensure the accuracy, integrity, and timeliness of the general ledger, month-end close, and financial reporting. The role manages day-to-day accounting functions, including General Accounting and Accounts Payable, and leads the month-end close process.

The Accounting Manager is also responsible for coordinating fiscal audit activities and ensuring the implementation, documentation, and consistent application of effective internal controls across accounting functions. Working closely with the CFO, Senior Director of Finance, and designee, the position supports regulatory and financial compliance, operational efficiency, and the supervision and development of accounting staff.

ESSENTIAL FUNCTIONS:
  1. Oversees and directs the month-end close process, including the preparation, review, approval, and posting of complex journal entries, ensuring accuracy, timeliness, and compliance with Generally Accepted Accounting Principles (GAAP).
  2. Leads the review and reconciliation of balance sheet and income statement accounts, ensuring proper classification, timely resolution of variances, and the integrity of the general ledger and financial statements.
  3. In partnership with the Finance team, manages Accounts Receivable functions, including oversight of weekly deposits, federal and state drawdowns, application of cash receipts, and monitoring and resolution of outstanding receivables.
  4. Prepares and analyzes monthly cash flow reports and weekly cash and investment reports to support cash management, liquidity planning, and executive financial decision-making.
  5. Provides direct supervision, coaching, training, and performance management of accounting and accounts payable staff, ensuring compliance with GAAP, Federal Uniform Guidance, and internal policies and procedures.
  6. Participates in external financial statement audits, funding agency audits, and regulatory reviews by preparing schedules, reconciliations, and supporting documentation; maintains audit readiness and ensures timely responses to auditor requests. Assists the Controller with preparation of Form 990 and other tax-related filings, as applicable.
  7. Collaborates with the Controller and/or Fiscal Systems Administrator to manage, maintain, and enhance the ERP/general ledger system, including user training, process improvements, automation initiatives, and other financial technologies.
  8. Serves as a primary liaison with banking and financial institutions, internal departments, external stakeholders, and vendors to support effective communication, issue resolution, and compliance with financial procedures.
  9. Leads continuous improvement efforts to strengthen financial and management reporting, improve operational efficiency, and enhance internal controls and procedures in accordance with GAAP and Federal Uniform Guidance.
  10. Performs other duties as assigned consistent with the scope and responsibilities of the position.


SUPERVISORY RESPONSIBILITIES:
  1. Provides overall leadership, direction, coordination, and evaluation of assigned staff.
  2. Carries out supervisory responsibilities in accordance with agency policies and applicable laws, including interviewing, hiring, training, assigning work, setting performance expectations, conducting performance evaluations, recognizing and disciplining employees, addressing concerns, and resolving workplace issues.


MINIMUM REQUIREMENTS:
  • Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field required; Master's degree in Business Administration or Accounting preferred.
  • Minimum of seven (7) years of progressive accounting experience, including at least two (2) years of supervisory or management experience, or an equivalent combination of education and experience.
  • Demonstrated experience in nonprofit and fund accounting within complex, multi-entity and multi-program environments, including government-funded programs.
  • Advanced knowledge of Generally Accepted Accounting Principles (GAAP), Federal Uniform Guidance (2 CFR Part 200), cost principles, and allowable and unallowable costs.
  • Proven experience preparing for and supporting federal and state audits, including Single Audits, and responding to audit findings.
  • Strong background in cost allocation methodologies, indirect cost rate structures, and grant-related financial reporting.
  • Hands-on experience managing general ledger, accounts receivable, accounts payable, payroll accounting, and month-end close processes.
  • Demonstrated ability to enhance and standardize financial reporting structures, strengthen internal controls, and improve process efficiencies.
  • Ability to analyze and interpret complex financial data and clearly communicate financial information and insights to non-financial staff and leadership.
  • Excellent verbal and written communication skills.
  • Proven ability to handle confidential and sensitive information with discretion and professionalism.
  • Knowledge of and commitment to maintaining applicable privacy and confidentiality standards, including safeguarding Protected Health Information (PHI), when applicable, and limiting access and disclosure to authorized individuals and entities.
  • Experience participating in and supporting continuous quality improvement and performance management activities within assigned roles and responsibilities.
  • Demonstrated sensitivity to the cultural, linguistic, and socioeconomic characteristics of the populations served.
  • Understanding of MAOF's mission, philosophy, values, and community-focused approach, with the ability to represent MAOF professionally and effectively with internal and external stakeholders.
  • Ability to travel periodically to MAOF locations and other work-related sites as required. If driving is required, the employee must possess a valid driver's license and maintain legally required automobile insurance.
  • Must comply with MAOF's drug- and alcohol-free workplace policies and maintain the ability to safely and effectively perform the essential functions of the position.
  • Certified Public Accountant (CPA) license preferred.

Vision requirements include close vision and the ability to adjust focus. The position may also require periodic travel to MAOF locations and external meetings.

WORK ENVIRONMENT

This position is primarily performed in a professional office setting. The role may require periodic travel to MAOF administrative offices, program sites, funding source offices, and external meetings. If driving is required, the employee must meet applicable driving and automobile insurance requirements.
