About The Role Under the supervision of the Medical Director for BMIRH, the GAC Fund Project Manager will be responsible for the planning, implementation and coordination of a GAC Fund for qualified providers and researchers. The GAC Fund Project Manager will manage a team to ensure that grantees comply with the grant requirements, including submission of financial and narrative reports. The GAC Fund Project Manager is part of the team primarily responsible for citywide efforts to promote and protect access to gender affirming care.
About the Program Gender-affirming care (GAC) is recognized by major U.S. medical associations as medically necessary for many transgender and gender-diverse people. In addition, many transgender and gender non-conforming/non-binary (TGNCNB) individuals also need legal or practical assistance in updating their identification documents, combatting jobs or housing discrimination, or even accessing education or bathrooms. Research shows GAC is associated with reduced depression and suicidal ideation, and better long-term mental health outcomes. Denial of care or legal recognition of one's identity increases risk of mental health crisis and unsafe self-treatment. Yet access has become increasingly difficult due to state-level restrictions, insurance barriers, and shifting federal guidance.
New York City has been an innovator and leader in sexual and reproductive health. The New York City Department of Health and Mental Hygiene has long followed the tenets of the Sexual and Reproductive Justice Framework which states that all people should have the power and resources to make healthy decisions about their bodies, including sexuality and reproduction.
As part of these efforts, the Health Department will develop and implement a new fund to contract with clinical providers to ensure access to care for youth in need of gender-affirming care. This funding will enable providers of youth gender-affirming care to address financial shortfalls resulting from any denials or reductions in federal funding and increase their capacity to ensure continuity of care for medically necessary hormone therapy for transgender youth in accessible and affordable care settings.
