What You'll Be DoingYou will serve as a
Project Development and Environmental (PD&E) Director, helping shape STV's PD&E strategy and presence across Florida. You will be a
trusted client partner, a technical leader, and a practice builder - equally comfortable leading pursuits, guiding teams, and
delivering high-profile PD&E projects.
You will
collaborate closely with senior leadership and transportation agencies, drive growth in targeted FDOT districts, and help expand STV's influence across the PD&E lifecycle, from early planning through environmental approval and into follow-on design work.
What You'll Be Responsible For- Building and growing STV's PD&E practice across Florida, including staff development, mentoring, and succession planning.
- Serving as a seller-doer, leading client development, positioning, and pursuit strategy for PD&E and planning opportunities.
- Acting as a senior client interface with FDOT and other transportation agencies at the federal, state, and local levels.
- Leading the preparation and oversight of PD&E documents, including Preliminary Engineering Reports, alternatives analyses, feasibility studies, Type 1 & 2 CEs, EAs, and EISs.
- Managing and directing multi-disciplinary technical teams to deliver PD&E and planning projects.
- Establishing and negotiating project scopes, budgets, staffing plans, schedules, and delivery strategies.
- Partnering with other directors and practice leaders to ensure consistent technical standards and high-quality execution.
- Driving collaboration across planning, engineering, environmental, and traffic disciplines to achieve client outcomes
- Strengthening and expanding key client relationships and converting those relationships into new work.
- Supporting public involvement efforts, executive-level briefings, and stakeholder presentations.
- Representing STV through industry participation, thought leadership, and market visibility.
What You'll Need to Succeed- Bachelor's degree in Civil Engineering or Planning (Master's degree preferred).
- Minimum of 10 years of PD&E and NEPA experience, with demonstrated leadership on complex transportation programs.
- Florida Professional Engineer (PE) license or AICP certification.
- Direct experience delivering transportation planning and PD&E studies, including alternatives analyses, feasibility studies, and environmental documentation.
- FDOT experience required, with strong familiarity across districts and agency processes.
- A proven track record as a seller-doer, including business development, client management, and winning work.
- Experience leading and managing multi-disciplinary teams on technically complex projects.
- Strong professional reputation and market presence within Florida's transportation community.
- Excellent written and verbal communication skills, including client presentations and executive-level discussions.
- Proven project management and financial management capabilities.
Compensation Range:
$184,970.12 - $205,522.35
