*** Requires an active, SECRET Clearance *** Job Summary: The Financial Management Specialist III provides senior-level financial and budgetary support to Washington Headquarters Services (WHS) Directorates and senior DoD leadership. The successful candidate serves as a senior financial advisor and strategist, responsible for leading complex financial analyses, guiding fiscal policy, and supporting executive decision-making. Responsibilities include long-range budget planning, reconciling complex financial data, preparing reports and briefings for senior leadership, and developing decision-support materials. Key Responsibilities: • Lead the development and analysis of directorate and division-level operating budgets and long-range plans. • Conduct detailed financial analysis to support strategic resource management and PPBE activities. • Maintain cognizance of multiple program funds and provide regular financial performance reports to leadership. • Oversee the tracking of approved, deferred, and released funds, ensuring accuracy and proper documentation. • Prepare and review financial reports, obligation/expenditure charts, and reconciliation summaries. • Develop and maintain audit trails to document the status of all funding (active, expired, and cancelled). • Provide guidance and recommendations to leadership regarding funding forecasts, allocations, and execution status. • Support financial documentation preparation and coordination with higher-level organizations. • Respond to data calls and prepare financial inputs for senior-level briefings and reports. • Mentor junior financial analysts and review deliverables for accuracy and completeness. Requirements Required Qualifications: • Master's degree in Finance, Economics, or Business Administration is required. • Minimum 10 years of financial management, accounting, or budget analysis experience supporting DoD or federal agencies. • Strong knowledge of PPBE processes, DoD financial systems, and fiscal law principles. • Demonstrated expertise in budget formulation, execution, and reconciliation. • Advanced proficiency in Microsoft 365 applications (Excel, Word, PowerPoint, Outlook). • Excellent analytical, communication, and leadership skills. • U.S. citizenship and an active, SECRET Security Clearance is required.
