DescriptionPosition Purpose and Objectives: Under the direction of the Senior Vice President & Chief Human Resources Officer, the Director of Facilities & Security provides strategic leadership and direction for United Power, Inc. facilities, infrastructure, and physical security programs.
This position is responsible for developing and executing long-term facilities strategy, overseeing major capital projects and renovations, and ensures the effective implementation of physical security systems and protocols across all UPI facilities and campuses. The Director operates at a strategic level beyond day-to-day facilities operations, supports leadership decision-making, and contributes to Board-level discussions as needed regarding facilities planning, capital investment, and risk and organizational readiness.
Essential Job Functions: - Leads facility master planning and develops long-term strategies for facility capacity, utilization, infrastructure investment, physical security, and operational readiness to support organizational growth and operational requirements.
- Serves as a strategic partner to leadership across the organization, providing analysis and recommendations related to facilities, infrastructure, physical security, and long-range planning.
- Prepares materials and, as appropriate, participates in presentations to leadership and the Board of Directors regarding facilities strategy, capital projects, operational risks, and long-term planning considerations.
- Provides strategic oversight for major renovation, expansion, and construction projects, including project prioritization, scope development, budgeting, scheduling, stakeholder communication, and project delivery, while directing and coordinating the efforts of project managers, owner's representatives, contractors, and consultants.
- Leads the development of long-term asset lifecycle strategies for facilities, building systems, and physical security infrastructure, in collaboration with Asset Management, Finance, and other stakeholders, to optimize reliability, performance, and capital investment decisions.
- Establishes and maintains a comprehensive physical security program and oversees the implementation and effectiveness of physical security systems, standards, and protocols for United Power buildings, campuses, and other facilities under the Facilities Department's responsibility, coordinating with Operations, Engineering, Information Technology, Operational Technology (OT), and other stakeholders to support an integrated approach to organizational security.
- Ensures compliance with applicable federal, state, and local regulations, codes, permits, and Authority Having Jurisdiction (AHJ) requirements related to United Power buildings, campuses, facilities infrastructure, and physical security systems. Coordinates with Operations, Engineering, Safety, Information Technology, Operational Technology (OT), and other stakeholders on facility-related compliance matters, including ADA, life safety, environmental, stormwater, and physical security requirements.
- Directs and supervises the Facilities Manager and provides leadership, guidance, and accountability for facilities operations, maintenance, construction, and facilities support services.
- Provides strategic direction for facilities capital planning and budgeting, including development of long-term capital recommendations, investment prioritization, operating and capital budget development, and stewardship of facilities-related operating and capital expenditures.
- Establishes performance measures and reporting tools to evaluate facility utilization, asset performance, operational effectiveness, project outcomes, and security program performance, and communicates results to leadership.
- Evaluates and promotes the use of facilities management technologies, building systems, security technologies, and other tools to improve operational effectiveness, asset management, reporting, and decision-making.
- Establishes standards, policies, and procedures for facilities operations and physical security and ensures compliance with applicable safety, ADA, life safety, and regulatory requirements.
- Identifies and communicates risks related to facility capacity, aging infrastructure, physical security, and system reliability and develops mitigation strategies aligned with organizational priorities.
- Partners with stakeholders to align facilities and security initiatives with organizational objectives and organizational resilience efforts.
- Supports emergency preparedness, business continuity, incident response, and after-hours escalation activities related to facilities and physical security.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
- Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.
Supervision Received and Exercised: Receives general guidance and direction from the Senior Vice President & Chief Human Resources Officer.
Directly supervises the Facilities Manager and indirectly oversees Facilities Technicians and Facilities Maintenance Workers, as well as contractors and external service providers supporting United Power facilities.
Education and Experience Required: Ten (10) years of progressive experience in facilities management, construction management, infrastructure, physical security, or a related field, including experience with major capital projects and multi-site facilities operations.
A bachelor's degree in construction management, engineering, architecture, facilities management, business administration, or a related field is desired. An equivalent combination of education and relevant experience may be considered.
Demonstrated experience supervising and directing work through others.
Must possess a valid Colorado driver's license or have the ability to obtain one upon hire.
Preferred Qualifications: Experience in the electric utility industry or another critical infrastructure environment is preferred.
Experience supporting leadership decision-making and presenting strategic recommendations to leadership or a governing board is preferred.
Certification through IFMA or another equivalent facilities management certifying body, Project Management Professional (PMP) certification, or a relevant physical security credential is preferred.
Experience with facilities management systems, building automation systems, physical security technologies, asset management tools, and data analytics is preferred.
Required Knowledge, Skills and Abilities: - Advanced knowledge of facilities planning, construction management, building systems, preventive maintenance, renovation, and new construction.
- Strong knowledge of capital project development, including scope definition, cost estimating, budgeting, scheduling, procurement, contracting, commissioning, and project risk management.
- Knowledge of physical security systems, technologies, standards, and risk management practices.
- Knowledge of asset lifecycle planning, facilities management systems, and technologies used to support facility operations, maintenance, and reporting.
- Ability to analyze and communicate facilities, security, asset management, and capital project performance data to support strategic decision-making.
- Ability to translate organizational growth and operational requirements into practical long-term facilities and infrastructure strategies.
- Ability to develop clear, well-supported recommendations and communicate complex facilities, security, and capital planning matters to leadership and the Board of Directors.
- Ability to lead across departments, build consensus, and manage complex, cross-functional initiatives.
- Strong financial and operational acumen, including operating and capital budgeting, forecasting, cost management, and resource allocation.
- Strong business acumen and the ability to analyze data, identify trends, and translate insights into actionable business recommendations.
- Proficiency with Microsoft Office applications, project management software, document management and file-sharing systems, facilities management technologies, and mobile devices.

Impact: The Director of Facilities & Security plays a critical role in ensuring that United Power's facilities, infrastructure, and security systems support safe, reliable, and efficient operations. This role contributes to long-term planning and organizational readiness and provides recommendations that support leadership and Board decision-making. Failure to effectively plan and manage facilities and infrastructure could significantly impact service reliability, employee safety, and United Power's ability to meet operational demands.
Liaison: Frequent contact with leadership, internal departments, and external organizations, including architects, engineers, contractors, and regulatory agencies. May support or participate in Board-level discussions as appropriate.
Essential Physical & Mental Requirements: - Majority of time is spent sitting, standing, walking, and traveling between United Power facilities and project sites.
- Requires regular use of computers, telephones, mobile devices, and other office technologies.
- Occasional lifting and carrying of materials, equipment, and documents weighing up to 25 pounds may be required.
- Occasional climbing, bending, kneeling, reaching, and walking on uneven surfaces may be required during facility inspections, project reviews, and site visits.
- May occasionally be required to work in and around construction sites, mechanical rooms, electrical equipment areas, and other environments containing potential hazards.
- Requires the ability to communicate effectively in person, virtually, and by telephone with employees, contractors, consultants, leadership, Board members, and external stakeholders.
- Requires the ability to read and interpret plans, specifications, reports, contracts, budgets, regulations, and other technical and business documents.

Working Conditions: The majority of work is performed indoors in an office environment. The position periodically works outdoors and at active facility, construction, and operational support sites and may be exposed to cold, heat, wet or humid conditions, dust, noise, moving equipment, uneven surfaces, and other conditions associated with facility inspections, project oversight, and security assessments. Regular travel among United Power facilities and campuses is required. Work may be subject to regular and overtime hours and after-hours response as needed. Appropriate personal protective equipment and safe work practices are required when conditions warrant.
