South Florida-Based | Leadership Role

The University of Miami Health System ("UHealth") IT Department has an exciting opportunity for a full-time Executive Director, IT Finance & Administration to work in Miami, Florida.

The Executive Director, IT Finance & Administration evaluates, administers, and directs all business and administrative matters including budget, operations, programs, and personnel administration for the assigned department. This position also provides financial analysis and strategic planning, as well as oversees the budgetary controls in partnership with various levels of management.

Core Responsibilities:
  • Directs, implements, coordinates, plans for and evaluates the business operations for the department/division, which may include statistical, performance and managerial reporting, decision and budget support, capital planning, and process improvement.
  • Develops and ensures adherence to department's annual budget, in accordance with University guidelines and policies. Participates in financial analysis and planning including monitoring and reporting on monthly budget variances and opportunities to improve performance.
  • Advances strategic financial plan and makes recommendations to senior management on how to best execute the department's plan.
  • Formulates department policies and guidelines to carry out the University and department mission.
  • Oversees the review, approval and reporting of all expenditures. Reviews and approves financial transactions.
  • Creates and manages support systems to assure availability of cost effective supplies, equipment, and management information.
  • Monitors contractual obligations and ensures consistency with departmental budget, goals, and programmatic initiatives.
  • Evaluates existing internal controls and approval processes, and makes recommendations on how to improve fiscal integrity and operational efficiency.
  • Implements department human resources actions, which may include hiring, terminations, salary etc.
  • Recruits, trains and prepares performance reports for staff.
  • Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.
  • Ensures employees are trained on controls within the function and on University policy and procedures.


Department Specific Functions
  • Oversee the monthly financial reports, performs variance analysis, produce the quarterly projection, track capital projects, and monitor actuals compared with projections. Provide guidance to business office staff and works with the University's Financial Planning & Analysis (FP&A) team to adhere to all university planning guidelines.
  • Track and monitor detailed budgets, participate in meetings with account holders to review financial performance and needs.
  • Responsible for all aspects of compensation for UMIT, including budgeting, monthly reconciliations, projections, costing allocations, payroll accounting adjustments (PAA), and weekly Open Positions reports.
  • Supervise the Software team for 4, including management of the software budget approx. $21M, monthly renewals, UHealth licensing MOU, contract negotiations.
  • Signature authority on all accounts including unrestricted operating accounts, all gift accounts (restricted or not), capital accounts etc.; responsible for expenditure control on these accounts up to $150K.
  • Responsible for all IT and Telecommunications WD CCM approvals. WD department liaison and University WD CCM mentor.
  • Produce monthly dashboard the departmental annual budgets and forecasts reports in a clear, concise and timely manner for use by management during critical decision making, periodic reforecasting process, as well as trending analysis for the purpose of projecting and managing operating expenses.
  • Coordinate and supervise the year-end closing process, including year-end Telecom inventory count/reconciliation and adjustments. Interface with FP&A and Controller's Office to ensure that all closing entries have been posted appropriately.
  • Responsible for the preparation of operating budgets, review budget proposals, and ensure operational budget adheres to the University's Budget Guidelines.
  • Prepare annual merit files for each UMIT area, reconcile merit pool and compensation each budget year and input into Tidemark all compensation related entries - merit input, open positions, allowances, costing allocations and distributions.
  • Ensure that all personnel costing allocations, salary, merit increases are loaded properly in Workday at the start of the new fiscal year and work with HR ensure that all corrections are made in a timely manner.
  • Prepare and submit New Driver Worktag forms, Workday Role Request forms.
  • Serve as backup to Executive Director, Finance for Workday Cost Center approvals for UMIT and Telecom as well as IT Spend Approver.
  • Create ad-hoc reports as needed by departmental administrators and management.
  • Work on special projects and task as requested.


MINIMUM QUALIFICATIONS:
  • Bachelor's degree in relevant field
  • Minimum 5 years of relevant experience
  • Ability to communicate effectively in both oral and written form.
  • Ability to maintain effective interpersonal relationships.
  • Ability to manage a budget and work within the constraints of that budget.
  • Ability to direct, manage, implement, and evaluate department operations.
  • Ability to effectively plan, delegate and/or supervise the work of others.
  • Proficiency in computer software (i.e. Microsoft Office).
