Position Description
Advertised Job Summary The Excellence in Policing and Public Safety Program (EPPS) Director will organize, manage, grow, and evaluate the Program's activities and outcomes. The EPPS Program Director is accountable for establishing measurable goals; tracking progress toward programmatic, financial, instructional, and partnership objectives; and providing timely reports to the Dean, law school leadership, the Program's advisory board, and funders. The Program Director will oversee the design, implementation, and assessment of educational offerings for South Carolina law enforcement agencies, with goals of expanding participation nationally and internationally, generating revenue to support Program sustainability, and using revenue-generating opportunities to help support instruction for South Carolina officers. The Program Director will develop and implement evaluation processes to measure participant satisfaction, curriculum effectiveness, stakeholder engagement, enrollment growth, fiscal performance, and overall Program impact.
Job Related Minimum Required Education and Experience - Requires a bachelor's degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other CredentialsPreferred Qualifications - Master's degree in criminal justice or a related field, terminal degree in criminal justice or a related field.
- At least seven years of law enforcement executive/command experience. Demonstrated organizational leadership, professional development, budgeting, and strategic planning responsibilities are also required.
- Prior Police Chief or County Sheriff experience is preferred. Prior experience designing and delivering training and education curricula to sworn law enforcement is also a preferred qualification.
Knowledge/Skills/Abilities - Knowledge of the criminal justice ecosystem, and familiarity with issues affecting the policing profession.

Job Duty Identify, pursue, secure, and steward grants and donations that support EPPS programming. Develop and maintain a funding-opportunity pipeline aligned with Program priorities. Track proposal deadlines, submission status, award decisions, reporting requirements, and donor or grant obligations. Provide quarterly written updates to the Dean on proposal development, funding prospects, awards secured, and risks that may affect Program funding.

Job Duty Develop, maintain, and evaluate strategic partnerships with key external stakeholders, including the South Carolina Law Enforcement Training Council, the South Carolina Criminal Justice Training Academy, state and local law enforcement agencies, community partners, and national organizations. Maintain regular communication with the Advisory Board and partners; document partnership activity, opportunities, feedback, and outcomes; and use that information to strengthen Program offerings, visibility, and long-term sustainability. Serve as the primary liaison among the Advisory Board, Program leadership, and the Dean by preparing regular updates on Program progress, stakeholder engagement, partnership outcomes, emerging issues, and opportunities to advance Program objectives.

Job Duty Develop and grow out-of-state instructional and credentialing opportunities that generate net revenue above the cost of instruction and help subsidize EPPS instruction for South Carolina officers. Identify target audiences and partner agencies, support recruitment and enrollment efforts, track enrollment, revenue, expenses, and net revenue, and provide quarterly written reports to the Dean on revenue-generating programming, sustainability opportunities, and progress toward Program objectives.

Job Duty Maintain an active in-office presence while managing the EPPS team. The Executive Director is expected to be in the office except when specifically conducting work duties off-site. Establish clear performance expectations, assign responsibilities, set deadlines, monitor progress toward assigned goals, provide timely feedback and coaching, and address performance or operational issues promptly. Conduct regular check-ins with team members, document progress on key assignments, and ensure team members remain engaged, productive, responsive, and accountable for delivering work that supports Program objectives.

Job Duty Oversee EPPS finances, including operating budgets, grant funds, donor funds, and direct appropriations, to ensure responsible fiscal stewardship and Program sustainability. Promote conservative financial management to ensure sustainability of the program beyond the one-time start-up funds. Review expenditures for alignment with approved purposes; monitor budgets, fund balances, revenues, and expenses; ensure compliance with University, law school, grant, donor, and state requirements and policies and procedures, including university and law school trave l policies; identify financial risks and provide quarterly financial reports and recommendations to the Dean.

Job Duty Review, update, and teach EPPS training curriculum to ensure content is current, appropriate, effective, and aligned with Program goals and the needs of intended audiences, with a primary focus on South Carolina law enforcement leaders. Evaluate curriculum using participant feedback, stakeholder input, instructional quality measures, program outcomes, and external validation when appropriate; document recommended improvements; implement approved updates; and assess whether curriculum changes improve instructional quality, participant outcomes, and Program effectiveness. Design and implement plans and practices to reduce the cost of instruction while maintaining quality.
