Position DescriptionThis position s upervises a group of professional and technical employees engaged in conducting environmental studies for clearance of transportation projects in the Environmental Affairs Division or a metropolitan district. Work requires contact with governmental regulatory agencies and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:- Oversees the public involvement activities for a district.
- Directs the design, coordination and monitoring of complex environmental programs, issues and mitigation with Department staff, state, federal, regulatory agencies and contracted professionals.
- Keeps abreast of federal and state environmental laws, regulations policies and procedures.
- Meets with regulatory agencies to resolve issues.
- Oversees the effectiveness of projects/programs.
- Oversees the review, analysis and coordination of environmental documentation and ensures compliance with applicable state and federal environmental rules, regulations, policies and procedures.
- Oversees/evaluates environmental impact of transportation activities including noise, air/water quality, wetlands, hazardous materials, socioeconomic, environmental justice, biological, geological, cultural or historic resources.
- Participates in strategic planning, scheduling and makes recommendations concerning transportation and environmental projects/programs.
- Plans, develops, recommends and implements environmental policies, procedures and guidelines.
- Prepares and makes presentations.
- Prepares, reviews and approves complex and sensitive correspondence/documents, reports and environmental assessments/impact statements/programmatic assessments.
- Provides and approves guidance on environmental rules, regulations and public involvement procedures.
- Provides high-level expertise in the areas of environmental studies and makes recommendations concerning environmental issues for transportation projects.
- Represents the Department at local, state and federal levels.
- Reviews consultant work and work orders
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Minimum Qualifications:Education:Bachelor's Degree in archeology, geology, history, industrial safety/engineering or natural resources. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications
Experience:- 6 YEARS engineering, environmental, geosciences, natural resources, safety, or related experience.
- (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
- Must have 4 YEARS supervisory/managerial experience.
- Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:- Valid driver's license. This position requires driving a state vehicle.

- Communicating technical information effectively
Physical Requirements and Working Conditions:- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
- Standing-prolonged periods of time
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
