POSITION SUMMARY

High-Performance Conductors (HPC), part of International Wire Group, is seeking an experienced Environmental Manager to lead environmental compliance at our manufacturing facility in Inman, South Carolina.

HPC manufactures precision plated and specialty conductors in an electroplating and metal-finishing environment. The Environmental Manager will serve as the facility's primary environmental compliance leader and point of contact with regulatory agencies.

This position is responsible for managing the permits, plans, monitoring, inspections, recordkeeping, reporting, and regulatory requirements necessary to maintain compliance with federal, state, and local environmental regulations. The role has direct responsibility for programs involving air quality, wastewater, stormwater, hazardous and non-hazardous waste, RCRA, EPCRA, SPCC, SWPPP, NESHAP, and environmental permitting and reporting.

The Environmental Manager will work closely with the Wastewater Treatment Manager, Engineering, Maintenance, Plating Operations, plant leadership, environmental consultants, laboratories, and waste vendors to ensure environmental requirements are completed accurately and on schedule.

KEY RESPONSIBILITIES

Environmental Compliance and Regulatory Leadership
• Serve as the facility's primary environmental contact for the South Carolina Department of Environmental Services (SC DES), EPA, City of Inman, and other applicable regulatory agencies.
• Maintain the facility's environmental compliance calendar and ensure required inspections, monitoring, sampling, reporting, and regulatory submissions are completed accurately and on time.
• Lead preparation for regulatory inspections, audits, information requests, and compliance matters.
• Prepare and submit required environmental incident, release, and non-compliance notifications within applicable regulatory timeframes.
• Partner with plant leadership, Engineering, Maintenance, Plating Operations, Wastewater Treatment, consultants, laboratories, and other stakeholders to maintain continuous compliance.

AIR QUALITY COMPLIANCE
• Administer the facility's South Carolina State Operating Permit, including permit conditions, renewals, modifications, monitoring requirements, and annual emissions fees.
• Ensure required scrubber inspections, monitoring activities, and monitoring-device calibrations are completed, documented, and retained.
• Maintain hazardous air pollutant usage tracking and supporting compliance calculations.
• Complete applicable Operating Source Information List reviews and NESHAP Subpart WWWWWW plating and polishing compliance reporting.
• Maintain applicable NESHAP Subpart ZZZZ records for emergency engine operations.

WASTEWATER, STORMWATER, AND SPCC COMPLIANCE
• Manage the facility's Significant Industrial User wastewater discharge permit issued by the City of Inman.
• Review and submit required Discharge Monitoring Reports and Self-Monitoring Reports.
• Coordinate wastewater and groundwater sampling with contract laboratories and applicable regulatory stakeholders.
• Administer the facility's industrial stormwater permit and Stormwater Pollution Prevention Plan (SWPPP).
• Manage required visual assessments, inspections, storm-event sampling, comprehensive site inspections, and annual permit requirements.
• Administer the facility's Spill Prevention, Control, and Countermeasure (SPCC) Plan.
• Partner with the Wastewater Treatment Manager regarding discharge limits, treatment performance, sampling results, exceedances, investigations, and corrective actions.

HAZARDOUS WASTE AND RCRA COMPLIANCE
• Maintain compliance with Large Quantity Generator requirements.
• Oversee hazardous waste and satellite accumulation area inspections, container management, labeling, and accumulation time requirements.
• Prepare hazardous and non-hazardous waste manifests and coordinate shipments with approved waste vendors.
• Maintain hazardous, non-hazardous, and universal waste inventories and generation records.
• Manage silver-bearing waste shipments and reclamation documentation.
• Support the facility's RCRA Part B permit requirements, including groundwater monitoring, post-closure obligations, required inspections, cost estimates, financial assurance documentation, and reporting.
• Complete applicable hazardous waste reports, waste minimization reports, generator fees, DOT hazardous materials registration, and other required regulatory submissions.
• Coordinate universal and electronic waste shipments as required.

EPCRA AND AGENCY REPORTING
• Collect facility chemical usage data and prepare annual Tier II and Toxic Release Inventory (TRI) submissions.
• Serve as the facility contact during agency inspections, audits, information requests, and environmental compliance matters.
• Prepare required incident, release, and non-compliance notifications within regulatory timeframes.

ENVIRONMENTAL PROGRAMS, PLANS, AND TRAINING
• Maintain and update facility environmental programs and plans, including the Toxic Organic Management Plan, SPCC Plan, SWPPP, Hazardous Waste Contingency Plan, Universal Waste Program, and Air SOP.
• Maintain the site environmental compliance calendar, assign ownership for recurring requirements, and verify completion against established deadlines.
• Deliver required environmental training, including RCRA, DOT hazardous materials, spill response, and waste-handling training.
• Manage outside environmental consultants, analytical laboratories, and waste vendors, including scope, scheduling, and invoice review.
• Review new chemicals and manufacturing processes for environmental compliance, compatibility, permitting requirements, and waste-stream impacts before implementation.
• Lead root-cause analysis and corrective action for environmental findings, near misses, audit observations, and compliance concerns.

MINIMUM QUALIFICATIONS
• Bachelor's degree in environmental science, Environmental Engineering, Chemistry, Chemical Engineering, Biology, Geology, or a closely related field, or an equivalent combination of education and directly applicable experience.
• Five or more years of environmental compliance experience within manufacturing, industrial operations, or another regulated environment.
• Working knowledge of RCRA, the Clean Air Act, Clean Water Act, EPCRA, Tier II, TRI, DOT hazardous materials regulations, and applicable state environmental requirements.
• Demonstrated experience preparing and submitting regulatory reports and maintaining compliance documentation subject to agency inspection.
• Strong organizational skills with the ability to manage multiple recurring compliance deadlines and priorities.
• Strong written communication and regulatory documentation skills.
• Proficiency with Microsoft Office, including Excel-based data tracking and reporting.
• Ability to work regularly in a manufacturing environment, including production areas, chemical storage areas, plating operations, and wastewater treatment areas.

PREFERRED QUALIFICATIONS
• Environmental compliance experience in electroplating, metal finishing, or another chemical-intensive manufacturing environment.
• Direct experience with a RCRA Part B permitted facility, groundwater monitoring programs, or post-closure care requirements.
• Experience with Significant Industrial User wastewater programs and Discharge Monitoring Report preparation.
• Familiarity with NESHAP Subpart WWWWWW and NESHAP Subpart ZZZZ.
• South Carolina wastewater treatment operator certification or willingness to pursue certification.
• 40-hour HAZWOPER, DOT hazardous materials, and/or RCRA generator training.
• Experience with ISO 14001 or a comparable environmental management system.
• Experience managing environmental consultants, analytical laboratories, and waste-disposal vendors.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
• Regular presence on the manufacturing floor, in outdoor stormwater and containment areas, and in chemical and waste storage areas.
• Ability to wear required personal protective equipment, including safety glasses, chemical-resistant gloves, and respiratory protection when required.
• Ability to lift up to 40 pounds, climb stairs and ladders, and access elevated platforms and tank areas.
• Occasional after-hours or weekend availability may be required for spill response, sampling events, or regulatory inspections.
