Responsibilities: 

  • Lead the operations, maintenance, and continuous enhancement of the Department's enterprise monitoring solution across 350+ global facilities, ensuring comprehensive visibility and reliability
  • Direct the design, implementation, and maintenance of enterprise monitoring capabilities, providing program-level dashboard views and executive reporting for senior management decision-making
  • Lead monitoring of infrastructure system availability, coordinating with DT ENMOC to proactively identify, track, and resolve issues impacting 40,000+ end users across the global enterprise
  • Collect, analyze, and report comprehensive performance and availability metrics across the CA IT environment, aligning with CA mission objectives and security posture requirements
  • Develop and maintain a comprehensive Capacity Management Plan outlining strategic initiatives to enhance system performance and meet evolving business needs while addressing financial impacts
  • Continuously assess monitoring capabilities and recommend enhancements to address emerging technologies, evolving infrastructure requirements, and cybersecurity threats
  • Ensure the enterprise monitoring solution provides comprehensive coverage for all applications, infrastructure components, and databases, including both modernized and legacy systems
  • Provide detailed availability metrics, trending charts, and analytical reports including uptime percentages, mean downtime, and mean time to recovery to support informed decision-making
  • Implement advanced analytics and machine learning algorithms to predict resource needs, identify capacity constraints, and prevent performance degradation before impact occurs
  • Function as a technical expert across multiple project assignments, planning and leading major monitoring initiatives while mentoring team members and supervising technical staff

Qualifications: 

Required –

  • Bachelor's degree + 8 years of experience in related fields, such as IT operations monitoring, systems analysis, network operations, observability engineering, or performance management; equivalencies considered.
  • Active Secret Clearance
  • Proven experience with enterprise monitoring and observability platforms (e.g., Splunk, Dynatrace, AppDynamics, Nagios, Prometheus, Grafana)
  • Demonstrated expertise in capacity planning, performance analysis, and infrastructure monitoring for large-scale, geographically distributed environments
  • Strong analytical skills with experience collecting, analyzing, and presenting complex technical metrics to technical and non-technical stakeholders
  • Excellent leadership abilities with proven experience planning and leading technical initiatives, functioning as a subject matter expert, and supervising monitoring operations teams

Desired –

  • Prior experience supporting federal agencies, especially the Department of State
  • Experience implementing advanced analytics, machine learning, or AI-driven monitoring solutions for predictive analysis and automated remediation
  • Knowledge of ITIL frameworks, IT Service Management best practices, and integration with incident management processes
  • Professional certifications such as ITIL, Certified Observability Professional, or relevant vendor certifications (Splunk, Dynatrace, AWS/Azure monitoring)

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
