Responsibilities
- Interfaces with electrical suppliers, manufacturers, fabrication shops, and subcontract partners regarding electrical quality requirements, inspection criteria, and compliance with project, client, and regulatory standards.
- Reviews, interprets, and consolidates client-supplied electrical quality requirements related to materials, equipment, installation, inspection, and testing - including power distribution systems, cable and raceway systems, grounding and bonding, substations, motor control centers (MCCs), switchgear, variable frequency drives (VFDs), instrumentation, and control systems.
- Evaluates RFQs and RFPs for electrical quality management, inspection, testing, documentation, and regulatory compliance requirements in accordance with applicable codes and owner specifications.
- Supports preparation for and participation in third-party and regulatory audit reviews and inspections, including Authority Having Jurisdiction (AHJ) inspections, OSHA electrical compliance reviews, ESA, TSASK, or applicable provincial authority reviews, UL/ETL/CSA listed equipment verification, and client-driven quality audits.
- Performs electrical quality surveillance, inspections, and field verification activities on self-perform work, including documentation of findings, non-conformance reporting (NCRs), corrective and preventive actions (CAPA), and quality closeout.
- Reviews and verifies electrical installation and testing documentation, including inspection and test plans (ITPs), factory acceptance test (FAT) records, cable insulation resistance (Megger) test records, hi-pot test results, grounding resistance test results, loop checks, point-to-point verification, and energization / commissioning readiness packages.
- Understands project cost impacts associated with electrical quality issues, deficiencies, rework, and schedule disruption; collaborates with operations and project teams to identify practical, cost-effective risk mitigation strategies.
- Maintains current knowledge of electrical industry standards, codes, inspection practices, and emerging technologies; promotes consistent implementation across self-perform operations and with external partners.
- Supports continuous improvement of electrical quality management processes, field execution practices, and supplier performance across PCL Industrial projects.
- Collaborates closely with construction, engineering, procurement, commissioning, and safety teams to ensure all electrical scope is installed, tested, and documented in full compliance with contract, regulatory, and jurisdictional requirements.
Qualifications
- Trade / Education: Journeyperson Electrician certification - state-issued license or Interprovincial Red Seal - with relevant industrial construction experience, or bachelor's degree in electrical engineering, construction management, or related technical discipline. Equivalent combination of education and experience will be considered.
- Regulatory & Compliance Certifications (required based on project scope and jurisdiction): NICET Electrical Power Testing certification, ICC Electrical Inspector certification, NETA Electrical Testing Technician certification, CSA-recognized Electrical Safety Officer, provincial Electrical Inspector certification, or equivalent state- or provincially-recognized electrical inspector / examiner credentials.
- Codes & Standards Knowledge:
- National Electrical Code (NEC / NFPA 70) and Canadian Electrical Code (CEC / CSA C22.1)
- NFPA 70E and CSA Z462 - Workplace Electrical Safety
- NFPA 79 - Electrical Standard for Industrial Machinery
- IEEE standards (e.g., IEEE 80 grounding, IEEE 141 power distribution, IEEE 519 harmonics)
- ANSI / NEMA standards for electrical equipment and enclosures
- UL, ETL, and CSA listing, labeling, and equipment certification requirements
- OSHA 29 CFR 1926 Subpart K (Electrical - Construction), Subpart V (Power Transmission & Distribution), and applicable provincial occupational health and safety electrical regulations
- Demonstrated knowledge of industrial electrical construction practices, including procurement, installation, inspection, and testing of power distribution, instrumentation, controls, grounding / bonding, lightning protection, heat tracing, and electrical equipment.
- Ability to read and interpret electrical drawings, single-line diagrams, three-line diagrams, schematics, panel schedules, cable schedules, specifications, datasheets, and vendor submittals.
- Familiarity with electrical inspection and test plans (ITPs), commissioning and energization protocols, lockout/tagout (LOTO) procedures, arc flash analysis documentation, and turnover / closeout documentation requirements.
- Experience working within formal quality management systems (e.g., ISO 9001 framework) and applying QA/QC principles to electrical construction scope, including document control, traceability, and audit readiness.
- Strong verbal and written communication skills for interaction with internal teams, suppliers, testing agencies, inspectors, AHJs, and clients.
- Ability and willingness to learn and remain current with evolving electrical codes, standards, and technologies across applicable U.S. and Canadian jurisdictions.
- Proven ability to identify electrical quality risks within project scopes - including material non-conformances, code compliance gaps, testing deficiencies, and supplier performance issues - and propose practical mitigation strategies aligned with construction execution and commercial objectives.
- Solid understanding of electrical supply chain, manufacturing processes, material traceability, and equipment certification requirements (UL, ETL, CSA, CE) typical of large industrial projects.
- Proficiency with Microsoft Office Suite for quality reporting, documentation, and coordination.
