Description
VPU Context: The Partnerships, Innovation, and Mobilization Vice Presidency (PIM) brings together the World Bank Group's work on IDA policy and resource mobilization, partnerships, trust funds, financial intermediary funds, co-financing, and innovation. PIM supports the Bank's transformation into a Knowledge Bank by strengthening the use of evidence, partnerships, financing, and innovation to accelerate development impact.
Unit Context: The Department for Innovation develops and pilots initiatives that identify, support, and accelerate innovations across the World Bank Group. Its Innovation Analytics service is being developed as a repeatable internal capability that combines portfolio and documentary evidence, structured data, and AI-enabled methods to generate credible, decision-oriented portfolio intelligence. The service supports analysis of innovation lifecycles, capabilities, replication, adaptation, diffusion, scaling, financing, and related portfolio characteristics.
Duties and Accountabilities
The Data Analyst will support the Innovation Analytics service through rigorous data assembly, unstructured-text analysis, portfolio investigation, validation, and translation of AI-enabled outputs into credible, decision-oriented portfolio intelligence. S/he will undertake the following activities:
• Ingest, clean, transform, match, and analyze structured and unstructured WBG data from relational databases, documents, and data APIs, applying systematic data-quality checks.
• Use Python, SQL, and large language models programmatically for text classification, information extraction, and structured analysis; design prompts and systematically validate outputs, with attention to generative-AI limitations.
• Build and maintain curated analytical and validation datasets covering innovation lifecycles, capabilities, replication, adaptation, diffusion, scaling, financing, outcomes, and related portfolio characteristics.
• Apply statistical methods, sampling, exploratory and comparative analysis, and error analysis to identify patterns, outliers, capability gaps, replication opportunities, and management insights.
• Translate complex management and operational questions into tractable analytical approaches, synthesizing quantitative and documentary evidence across sectors and themes.
• Reconstruct innovation and solution pathways, distinguishing documented continuity, adaptation, and financing contribution from similarity or unsupported attribution.
• Develop reproducible, semi-automated workflows, reusable code, version-controlled documentation, visualizations, portfolio profiles, briefs, and management-ready analytical products tailored to technical and nontechnical audiences.
• Support as needed with geospatial analytics and creation and maintenance of geospatial visualizations and dashboards.
Expected Outputs
• Linked, quality-assured analytical datasets and data inventories.
• Validated classifications, extracted information, candidate cases, and evidence records.
• Reconstructed innovation, replication, and financing pathways.
• Portfolio analyses, visualizations, and audience-appropriate management synthesis.
• Reusable code, validation templates, data mappings, and documented analytical workflows.
• Geospatial visualization and dashboard prototypes and updates as needed, using GIS software
Selection Criteria
The successful candidate will have:
• A bachelor or master's degree in economics, statistics, data science, computer science, public policy, development studies, business analytics, or a related quantitative or analytical field, with typically three to five years of relevant professional experience.
• Advanced proficiency in Python and SQL, including data management, statistical analysis, reusable code, version control, reproducible workflows, and organizational-standard development tooling.
• Demonstrated experience curating, processing, integrating, and quality-assuring large structured and unstructured datasets, including text classification, information extraction, relational databases, data ingestion and transformation, and use of data APIs.
• Demonstrated programmatic use of large language models for classification, information extraction, structured analysis, or related tasks, including prompt design, systematic validation, and a clear understanding of generative-AI limitations.
• Strong grounding in applied statistics and data science, including sampling, analytical validation, and quality assurance. Experience with model evaluation, precision-recall trade-offs, error analysis, confidence assessment, and anomaly detection is desirable.
• Ability to translate complex management and operational questions into tractable analytical approaches; synthesize evidence across sectoral, thematic, and documentary sources; and communicate findings clearly to both technical and nontechnical audiences.
• Demonstrated ability to critically assess AI/ML-generated outputs, identify inconsistencies, document evidence and limitations, and support systematic human validation.
• Strong data visualization and product-development skills, including experience developing clear dashboards, interactive data products, applications, or other user-facing analytical tools.
• Familiarity with responsible AI, research ethics, privacy, transparency, reproducibility, and data-security practices.
• Experience with semantic search, embeddings, vector databases, retrieval-augmented generation, Databricks, Spark, or comparable technologies is desirable.
• Experience with geospatial analysis, visualization and dashboards, including of raster and vector data, using GIS software (ArcGIS, QGIS) and programming libraries, is desirable.
• Experience with WBG or MDB operational data, development finance, Trust Funds, portfolio analytics, or results frameworks is desirable.
WBG Culture Attributes:
1. Sense of urgency: Anticipate and quickly respond to the needs of internal and external stakeholders.
2. Thoughtful risk-taking: Challenge the status quo and push boundaries to achieve greater impact.
3. Empowerment and accountability: Empower yourself and others to act and hold each other accountable for results.
World Bank Group Core Competencies
As per WBG policy, an Extended Term (ET) appointment is subject to a lifetime maximum of three (3) years. Former and current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
