Description
VPU Context:
The Agriculture and Food Global Practice works to end extreme poverty and boost shared prosperity by making agriculture and food systems more productive, sustainable, and resilient. The Practice supports governments in developing countries to improve food and nutrition security, promote inclusive rural growth, and build resilience to climate change, shocks, and fragility.
Unit Context:
The World Bank Agriculture and Food Unit in Eastern and Southern Africa (SAEA3) is supporting a growing and increasingly complex portfolio of regional and country programs aimed at strengthening food systems resilience, improving nutrition outcomes, expanding women's access to productive resources and technologies, and promoting climate-smart and inclusive agricultural transformation across the region. The portfolio includes regional analytical and technical assistance activities under the Food Systems Resilience Program (FSRP), a China-World Bank Partnership Facility (CWPF) grant in Tanzania, and operational support to country projects including the Sudan Transition to Agriculture Recovery and Resilience Project (Khairat). An experienced Extended Term Consultant is sought for one year to provide sustained analytical, technical, operational, and coordination support across these activities.
Duties and accountabilities:
The ETC will work in coordination with the SAEA3 Practice Manager and relevant Task Team Leaders, providing technical and analytical leadership across four core workstreams. In the event of competing priorities, the FSRP Nutrition workstream takes precedence, followed by FSRP Gender; any reallocation of effort requires Practice Manager agreement.
• FSRP Nutrition Program: Lead country engagement and delivery of nutrition deep dives for Madagascar and Comoros; serve as lead author of the FSRP regional report on nutrition and healthy diets; lead design and launch of behavior-change campaigns; and facilitate high-level technical workshops and regional dialogues to translate findings into policy and investment recommendations.
• FSRP Gender Program: Provide technical leadership for Gender Innovation Marketplaces, including innovation scouting, due diligence, and selection; lead marketplace events and private sector matchmaking; and develop replicable partnership and delivery models for scaling gender-responsive agricultural innovations across FSRP countries.
• CWPF Tanzania Project: Lead strategic coordination and technical oversight of the CWPF grant activity, managing joint work planning with China Agricultural University and Tanzanian research partners, overseeing implementation milestones and risks, and leading grant reporting and results synthesis.
• Sudan Transition to Agriculture Recovery and Resilience Project (P514272): Serve as technical lead for the project's corporate commitments - including climate co-benefits, gender marker compliance, and other applicable tags - ensuring they are embedded in implementation planning, results frameworks, and ISR/ICR reporting; lead technical preparation of implementation support missions and quality review of consultant deliverables.
• Flexible and Pipeline Support (capped at 5 staff weeks): Provide targeted analytical and technical inputs for Tanzania AgriConnect preparation and other prioritized emerging needs, subject to Practice Manager agreement.
Selection Criteria
• Advanced degree (Master's or PhD) in agricultural economics, food systems, international development, nutrition, public policy, or a closely related discipline.
• At least 10 years of progressively responsible professional experience in food systems, agricultural development, nutrition-sensitive agriculture, gender, climate resilience, or related fields, with substantial experience in Eastern and Southern Africa.
• Demonstrated technical leadership and lead authorship of complex multi-country analytical reports, diagnostics, and knowledge products, with responsibility for analytical framing, synthesis, and translation of findings into operational and policy recommendations.
• Experience with World Bank operations, including project preparation and implementation, trust fund management, corporate commitment management (climate, gender), procurement processes, and ISR/ICR reporting.
• Proven ability to lead and coordinate multidisciplinary teams, engage senior government and development partner counterparts, and deliver results across multiple concurrent workstreams under time pressure.
• Excellent written and oral communication skills in English; proficiency in French or other regional languages is an advantage.
WBG Culture Attributes:
1. Sense of urgency: Anticipate and quickly respond to the needs of internal and external stakeholders.
2. Thoughtful risk-taking: Challenge the status quo and push boundaries to achieve greater impact.
3. Empowerment and accountability: Empower yourself and others to act and hold each other accountable for results.
World Bank Group Core Competencies
As per WBG policy, an Extended Term (ET) appointment is subject to a lifetime maximum of three (3) years. Former and current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
