PBC Solutions is looking for a Director, Strategic Delivery!

Please note: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based on southern Vancouver Island or in the Lower Mainland, with regular office presence required.

While the initial focus of the role will be on delivery of BC Ministry of Health-related projects, efforts may expand to additional public and private client work.

Position Summary:

The Director, Strategic Delivery plays a critical role in leading the successful delivery of complex consulting engagements, strategic initiatives, and technology-enabled transformation projects. Ranging from short-term advisory assignments to multi-year programs, this role combines consulting leadership, client relationship management, and delivery oversight to ensure high-quality outcomes and measurable value for PBC Solutions' clients, including the Ministry of Health and other partners.

Reporting to the AVP, Strategy & Innovation, the Director is accountable for overseeing a portfolio of consulting projects and strategic initiatives, ensuring delivery within approved scope, timelines, budgets, and quality expectations. The role works closely with internal teams, Pacific Blue Cross, client sponsors, vendors, consultants, and external stakeholders to align priorities, manage risks, and achieve business objectives.

The successful candidate will demonstrate strong strategic thinking, relationship management, and problem-solving capabilities, with the ability to translate complex business challenges into practical, client-focused solutions. They will foster a culture of collaboration, continuous improvement, and delivery excellence while championing lean-agile principles and supporting the adoption of the Scaled Agile Framework (SAFe) where appropriate.

Primary Duties and Tasks:
Consulting Project Accountability
  • Collaborate with senior members of the client team to define project objectives, scope, and success criteria.
  • With project management and delivery teams, oversee the development of full-scale project plans, including timelines and milestones.
  • Estimate the resources needed to achieve project goals and assign tasks accordingly.
  • Identify and mitigate potential risks and dependencies to ensure successful project delivery.
  • Lead the development, negotiation, and management of Statements of Work (SOWs), contracts, and amendments, ensuring alignment with client requirements, project objectives, commercial commitments, and organizational standards.
  • Define project governance structure and communication protocols.
  • Monitor project progress against established timelines, budgets, and quality standards.
  • Identify and resolve project issues, conflicts, and bottlenecks in a timely manner.
  • Track project expenses, manage budgets and recommend budget changes where necessary.
  • Proactively manage changes in project scope, identify potential crises and devise contingency plans.

Team Leadership
  • Lead and motivate cross-functional project teams, fostering a collaborative and high performing work environment.
  • Assign tasks and responsibilities to team members, ensuring alignment with project objectives and timelines.
  • Provide guidance, coaching to team members.
  • Identify and resolve issues and conflicts within project team.

Client Engagement
  • Serve as the primary point of contact for the project sponsors, providing regular updates on project status, risk and issues.
  • Manage client expectations and ensure alignment with project objectives, deliverables, and budgets.
  • Facilitate productive meetings, workshops, and presentations.
  • Build and maintain strong relationships with internal and external parties to drive project success.

Quality Assurance
  • Ensure quality assurance processes and standards to ensure project deliverables meet or exceed stakeholder expectations.
  • Conduct regular project reviews and retrospectives to identify lessons learned and areas for improvement.
  • Implement best practices, tools, and methodologies to optimize project delivery processes.
  • Foster a culture of continuous improvement and innovation within the project team.
  • Other duties as assigned.
Required Education and Experience:
  • Bachelor's Degree in disciplines such as Information Technology, Information Systems, and/or Computer Science. OR a Master's Degree in Information Technology, Information Systems, and/or Computer Science or Master's Degree in Business with a concentration in Information Technology Management is preferred.
  • Minimum of 10 years of related work experience in a related industry including experience at a senior (Director) level.
  • Experience leading and facilitating cross-functional project teams.
  • 10 years' experience working directly with B2C and/or B2B systems/technology, including at least 5 years in business or customer relationship management or consulting services.
  • Experience navigating senior relationships both internal and external.
  • Experience in Health, Insurance and/or Financial industries and environments.
  • Experience with Scaled Agile.
  • Preferred Experience: Coaching and mentoring IT professionals, designing and implementing complex systems, products, software, and/or solutions and implementing a technology strategy.
  • A combination of education and experience may be considered.

Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
