We are looking for a Director, Program Controls & EVMS for our growing team.

This position is located in Sedro-Woolley, Washington State.

Department Summary:

The Director, Program Controls & EVMS is a senior leadership role responsible for establishing, implementing, and leading Janicki's enterprise program controls capability, with a primary focus on the successful design and implementation of an Earned Value Management System (EVMS).

This leader will develop the processes, systems, governance, organizational capabilities, and management disciplines necessary to provide reliable visibility into program cost, schedule, performance, risk, and forecasted outcomes. The Director will work across Program Management, Finance, Operations, Engineering, Supply Chain, Contracts, and executive leadership to establish an integrated approach to program planning and control.

The successful candidate will be a recognized subject-matter expert in earned value management with significant hands-on experience implementing and operating EVMS environments. They must also bring deep expertise in integrated master scheduling, program financial planning and analysis, forecasting, project management, performance measurement, and executive reporting.

This is both a strategic and hands-on leadership role. The Director will define Janicki's future-state program control architecture while also leading the detailed work required to implement it.

Roles & Responsibilities:

EVMS Strategy, Design, and Implementation

  • Lead the development and implementation of Janicki's enterprise Earned Value Management System.
  • Establish an EVMS implementation roadmap, governance structure, policies, procedures, business rhythms, roles, and responsibilities.
  • Ensure the EVMS is aligned with applicable earned value management principles and customer requirements, including EIA-748 requirements when applicable.
  • Develop and implement processes for: Work Breakdown Structures (WBS); Organizational Breakdown Structures (OBS); Responsibility Assignment Matrices (RAM);
  • Control accounts and work packages; Performance Measurement Baselines (PMB); Budget development and time-phasing; Earned value measurement techniques; Estimate at Completion (EAC) development; Variance analysis; Baseline change control; Management reserves; Forecasting and corrective-action management
  • Establish EVMS data quality, validation, reconciliation, and governance processes.
  • Lead EVMS readiness assessments, internal surveillance, corrective-action activities, and customer or regulatory reviews as required.
  • Develop the organizational capabilities necessary to sustain EVMS after initial implementation.
  • Serve as Janicki's senior subject-matter expert and executive advisor on EVMS and program controls.


Program Financial Planning and Forecasting

  • Establish disciplined program-level financial planning, budgeting, forecasting, and reporting processes.
  • Integrate program financial data with schedules, operational plans, and earned value performance.
  • Lead development and review of: Program budgets; Cost forecasts; Estimates to Complete (ETC); Estimates at Completion (EAC); Cost and schedule variances; Cash-flow and revenue forecasts, as applicable; Program profitability and margin analysis
  • Partner closely with Finance to reconcile program controls information with financial accounting and ERP systems.
  • Develop forward-looking analytics to identify emerging cost, schedule, and execution risks.
  • Ensure program forecasts are credible, traceable, and supported by objective performance data.


Systems and Data Integration

  • Define the systems architecture required to support Janicki's program controls and EVMS capabilities.
  • Lead selection, configuration, implementation, or optimization of EVMS, scheduling, cost-management, and reporting systems.
  • Integrate program controls processes and systems with Janicki's ERP, financial, project-management, scheduling, and business-intelligence environments.
  • Establish a reliable program-controls data model and source-of-truth philosophy.
  • Develop automated reporting and analytics where appropriate.
  • Ensure systems and processes are scalable, sustainable, auditable, and usable by program teams.


Organizational Leadership and Capability Development

  • Build, lead, and develop Janicki's program controls organization.
  • Define appropriate roles for schedulers, program financial analysts, program controls analysts, and other program-control professionals.
  • Recruit and develop high-performing program controls talent.
  • Establish training programs for Program Managers, Control Account Managers, functional leaders, and other EVMS participants.
  • Develop clear expectations and accountability for program planning and performance management.
  • Act as a change leader, helping the organization adopt disciplined and consistent program-management practices.
  • Build strong partnerships across Program Management, Finance, Operations, Engineering, Contracts, Supply Chain, and executive leadership
  • Perform other duties as assigned and maintain cooperative, professional behavior in a fast-paced, deadline-driven environment


Basic Qualifications:

  • Bachelor's degree in Business, Finance, Engineering, Program Management, Operations, Accounting, or a related field.
  • Significant progressive experience in program controls, project controls, program finance, scheduling, or related disciplines, with extensive hands-on work in Earned Value Management (EVMS).
  • Demonstrated experience implementing, improving, or leading enterprise EVMS solutions, with strong knowledge of EIA-748 principles and requirements.
  • Deep expertise in earned value concepts including WBS development, control accounts, performance measurement baselines, earned value techniques, EAC/ETC forecasting, variance analysis, and baseline change control.
  • Extensive experience developing and managing Integrated Master Schedules and integrating cost, schedule, technical performance, and risk data for effective decision-making.
  • Significant experience with program budgeting, cost forecasting, financial planning, and performance reporting.
  • Experience implementing or administering program controls software and related enterprise systems.
  • Demonstrated leadership in building processes, systems, and organizational capabilities across multiple functions.
  • Strong written, verbal, analytical, and executive-level presentation skills, with the ability to communicate complex cost and schedule information to both technical and non-technical audiences.
  • Due to our ITAR and EAR regulations, applicants must be U.S. citizens
  • Ability to obtain and maintain a U.S. Government security clearance is required


PREFERRED QUALIFICATIONS:

  • 12+ years of progressive experience in program controls, project controls, program management, scheduling, or program finance, including 5+ years in a senior leadership role
  • Advanced experience with EVMS and cost-management platforms such as Deltek Cobra (or comparable tools)
  • Advanced experience with enterprise scheduling systems such as Primavera P6, Open Plan, or similar platforms
  • Experience with ERP systems and integrating EVMS with financial/business platforms; familiarity with business-intelligence/reporting tools
  • Prior responsibility for a major EVMS implementation, upgrade, or transformation.
  • Experience supporting EVMS reviews, validation, surveillance, or corrective-action activities, including interaction with DCMA, DCAA, U.S. Government customers, or major defense/aerospace primes
  • Experience in aerospace, defense, government contracting, engineering, advanced manufacturing, or other complex project-based environments.
  • Professional certification such as PMP, AACE, PMI-SP, EVP, or similar
  • Master's degree in relevant discipline
  • Active Secret or Top-Secret clearance is preferred
  • Experience supporting classified programs is highly desirable


Detailed Wage Information

Wage range for this role is between $150K - 230K, plus a discretionary bonus, 401(k) matching, vacation, and health benefits. Employees can also receive additional pay for off-shifts, off-site work, and access pay. The range provided is Janicki's estimate of the base compensation for this role. Actual amount offered will be based on job-related and non-discriminatory factors such as experience, location, education, training, skills, and abilities
