Position Title

Director of Operations - Home Healthcare

Reports To

Chief Executive Officer (CEO) / Chief Operating Officer (COO)

About The Role

The Director of Operations is responsible for providing strategic and operational leadership across all Preventive Measures Home Health Care non-medical home care locations. This role oversees daily operations, service delivery, staffing, scheduling, compliance, and overall performance to ensure each location operates efficiently and consistently while delivering exceptional client care.

The Director of Operations provides direct leadership and oversight to Patient Care Coordinators, Assistant Care Coordinators, Field Staffing Supervisors, Caregivers, and Direct Care Workers. This position ensures appropriate staffing coverage, effective team performance, high-quality service delivery, and compliance with all applicable federal, Pennsylvania, and Maryland laws, regulations, organizational policies, and licensing requirements.

This position requires Multi-State Operations and up to 20% travel between Pennsylvania and Maryland to maintain a strong leadership presence across locations, assess operational performance, support local teams, address challenges, and promote consistency in processes and service standards.

Key Responsibilities

  • Lead daily operations across all Pennsylvania and Maryland locations, ensuring consistent standards, efficient processes, and quality service.
  • Identify operational challenges, implement solutions, and report performance to executive leadership.
  • Travel up to 20% as needed for site visits, audits, meetings, and team support.


  • Set performance expectations, monitor accountability, and partner with Human Resources on employee performance and corrective actions.
  • Lead and oversee operational and field staff.


Client Services

  • Ensure clients receive safe, reliable services in accordance with their care plans, schedules, authorizations, and applicable requirements.
  • Monitor service quality, client satisfaction, complaints, and continuity of care while ensuring timely resolution of concerns.
  • Oversee communication and coordination among clients, families, caregivers, referral partners, and internal teams.


Scheduling & Staffing

  • Ensure adequate staffing and scheduling coverage across all locations.
  • Monitor call-offs, missed visits, overtime, open shifts, and staffing gaps.
  • Hold scheduling teams accountable and coordinate with HR and recruiting to maintain staffing needs and an effective caregiver pipeline.
  • Oversee effective use of the Generations electronic medical record system and ensure accurate, timely, and compliant documentation.


Compliance & Quality

  • Ensure operations comply with applicable federal, Pennsylvania, and Maryland laws, regulations, licensing requirements, payer standards, and company policies.
  • Partner with Compliance on audits, surveys, investigations, incidents, complaints, and corrective action plans.


Qualifications

  • Current, unrestricted Registered Nurse (RN) license in Maryland.
  • Bachelor's degree in nursing (BSN) preferred
  • Proficiency in Microsoft Word
  • 3-5+ years of nursing experience, with home care, home health, or community-based care experience strongly preferred.
  • Prior management or supervisory experience in home care operations.
  • knowledge of applicable Pennsylvania and Maryland home care regulations, licensing requirements, and compliance standards.
  • Strong understanding of care plans, client rights, documentation, incident reporting, and quality assurance.
  • Excellent communication, organization, problem-solving, and decision-making skills.
  • Previous experience working with Generations software is preferred.
  • Clean driving record and ability to travel between locations up to 20% as needed.
