Cumberland County Guidance Center is seeking a Director of Community Support Services (CSS) to provide clinical, administrative, and operational leadership for our Community Support Services programs, including in-home services.

This leadership opportunity is ideal for an experienced Licensed Clinical Social Worker (LCSW), Clinical Director or Program Director who is passionate about staff development, program excellence, and helping individuals living with serious mental illness achieve recovery and community integration. As a key member of our leadership team, you will oversee service delivery, supervise clinical and rehabilitative staff, monitor program performance, manage program operations, and ensure compliance with DMHAS regulations and organizational standards.

What You'll Do

As the Director of Community Support Services (CSS), you'll provide leadership and oversight for community-based behavioral health programs while ensuring the delivery of high-quality, recovery-oriented services.
Key Responsibilities include:

  • Provide clinical, administrative, and operational leadership for Community Support Services (CSS).
  • Supervise and develop CSS staff through individual and group supervision, coaching, and performance management.
  • Ensure the delivery of high-quality, recovery-oriented behavioral health services that support community integration and independence.
  • Oversee program compliance with DMHAS regulations, agency policies, accreditation standards, and documentation requirements.
  • Support the implementation of evidence-based practices, including Motivational Interviewing (MI).
  • Monitor program outcomes, productivity, quality indicators, and performance improvement initiatives.
  • Conduct chart reviews, quality assurance activities, and program audits to ensure excellence in service delivery.
  • Manage program operations, including budgeting, contract compliance, utilization management, and service performance expectations.
  • Provide crisis intervention support and participate in the department's rotating 24/7 on-call coverage schedule.

Required Qualifications
Education & Licensure
  • Master's Degree in Social Work, Counseling, Psychology, Human Services, or a related behavioral health field from an accredited college or university
  • Current New Jersey independent professional license in good standing (LCSW)
  • Licensed or license-eligible independent practitioner
Experience
  • Minimum five (5) years of post-graduate behavioral health experience
  • Minimum three (3) years of supervisory, management, or program leadership experience
  • Experience with program development and implementation
  • Strong clinical supervision and staff development experience
  • Knowledge of serious mental illness, psychiatric rehabilitation, and recovery-oriented care
  • Valid New Jersey driver's license with a driving record that meets agency standards
Preferred Qualifications
  • Licensed Clinical Social Worker (LCSW)
  • Certified Clinical Supervisor (CCS)
  • Experience managing Community Support Services (CSS) programs
  • Experience with DMHAS-funded services and regulations
  • Experience with managed care, capitation contracts, utilization management, and case-rate funding models
  • Experience overseeing behavioral health program budgets and financial performance
  • Bilingual English/Spanish
Additional Leadership Responsibilities
  • Conduct rehabilitative needs assessments and oversee Individual Rehabilitation Plans (IRPs)
  • Provide education and coaching related to field safety and risk management
  • Complete employee performance evaluations and corrective action planning as needed
  • Monitor productivity targets and service delivery expectations
  • Participate in internal and external meetings to support collaborative care
  • Participate in a rotating 24/7 on-call schedule for crisis intervention and program support
