Direct and have oversight of the areas of budgeting; financial accounting; financial reporting, expenditures, procurement activities, staffing, Program Management Firms, contract claims, Bond Program Risk Management and Safety, Bond Policies Procedures, Bond strategic planning and other Bond related business operations and practices
Approve and lead in the implementation of department processes and procedures
Work closely with construction industry representatives and design professionals to assist in the understanding of the bond program and related contracts and requirements
Direct and coordinate the administrative tasks of the Program Management Firms
Direct and supervise the administrative activities of the Program Manager(s) and other professionals in accordance with the District's policies and applicable local, state and federal laws and regulations; responsibilities include, budget preparation, budget monitoring, addressing
problems and resolving complaints
Attend partnering sessions and identify methods to expedite the development proce
Evaluate program manager(s) performance, contractors performance and design professionals performance
Assist in dispute resolution
Assist in ensuring administrative records are kept on each project in accordance with governmental requirements
Chair regular and special meetings and approve agenda items for Owner Meetings, Department Leadership, Team Meetings and Bond Executive Team Meetings
Assist the Manager of Compliance in the development and submittal of quarterly and annual performance and objective report
Participate in assigned contract negotiations
Assist in the approvals of Additional Services requests and Change Orders for contracts for construction and design professionals
Oversight of Technology Bond Funds and processes
Signature authority for all Construction Services contracts and contract amendments under $25,000
Approve all Purchase and Check Requisitions prior to final approval of Deputy Chief for Construction Services
Approval all final budgets for all projects prior to procurement
Provide administrative oversight of departmental staffing issues, evaluations, required staff development, schedules, calendars, vacations, and absences
Direct Construction Services staff in coordination of Year-End Close with District Financial Services Department and External Auditors
