POSITION SUMMARY:

The Director of Capital position is an excellent opportunity for someone having experience in managing infrastructure, maintenance, reliability, and capital projects in a Chemical Plant or Refinery setting.

The director will oversee capital processes, portfolio, and project execution for our manufacturing facility and two (2) terminals.

The successful candidate will be a change agent who is familiar with best practices in capital management and able to recognize and institutionalize improvements. They will be adept at managing and delivering a portfolio of projects through a team, meeting expectations for cost, scope, schedule, and internal reporting requirements. They will use their strong organizational savvy and relationship building skills to collaborate and influence both internal and external resources, producing alignment and tangible results.

This individual has the responsibility, accountability and authority to manage portfolio priorities, execution of the engineering design, procurement, construction and turnover to manufacturing of capital projects in accordance with applicable specifications and standards in order to achieve project objectives.

JOB DUTIES AND RESPONSIBILITES:

  • Lead resourcing, staffing, supply and subcontract management, progress reporting, troubleshooting and people management
  • Create and implement comprehensive capital project portfolio execution strategy to include schedule, budget, procurement, resources, quality, risks, change control and communications
  • Collaborate with a variety of organizational stakeholders to vet projects, schedules, project financials, environmental/health/safety impacts, project feasibility, or technical reviews to ensure strategic alignment
  • Identify systematic opportunities and drive improvements in portfolio management as well as project execution and controls
  • Accountable to ensure governance requirements for program/project funding and execution are met
  • Successfully manage and execute capital projects, providing direction and oversight throughout the project lifecycle
  • Create and implement comprehensive project execution strategy to include schedule, budget, procurement, resources, quality, risks, change control and communications
  • Responsible for identification of risk factors and risk ranking of threats posed to project's success during technical and location-oriented risk assessment; develops and implements risk response plan to monitor and control risks throughout project lifecycle
  • Collaborate with the team on project administration (scheduling, estimating, cost management, schedule management, etc.) so that project resources are optimized to achieve established objectives
  • Leads the development of major projects through the definition phase, assembling development teams and securing any funds needed for development
  • Validates the project scope and execution plan of projects prior to approval for funding (AFE) and identifying value engineering opportunities
  • Verifies project objectives have been met during project close out activities and supporting the collection of lessons learned for project development
  • Cascades knowledge and best practices to all capital projects team members
  • Communicates and resolves technical and commercial issues to the Operations Leadership Team (OLT) and Senior Leadership Team (SLT) as related to project objectives

REQUIRED QUALIFICATIONS:

  • 10+ years of experience in project management in either the Chemical and/or Refining industry.
  • Bachelor's degree in Engineering or equivalent from accredited university or institution
  • Experience with managing projects utilizing a rigorous project stage gate process
  • Demonstrated skill in change management
  • Self-starter knows how to effectively manage multiple projects and competing priorities
  • Understands and adheres to all policies, procedures, and guidelines pertaining to safety, health, environmental and quality assurance emphasizing this perspective in their own work and in the work of others
  • Knows how to effectively exchange information, instructions and ideas within own work group and with other cross-functional groups
  • Has advanced verbal and written communication skills and can adapt communication style to suit different audiences
  • Experience with establishing thorough project execution plans and supporting constructability reviews
  • Must be eligible to work in the United States for any company in an ongoing capacity without company sponsorship
  • Must be able to perform the physical requirements of the position

PREFERRED QUALIFICATIONS:

  • Computer proficiency with Microsoft Office Suite, and general database management skills
  • PMP or other certifications in Project Management
  • General experience using ERP systems such as Oracle.
