Full Job Description
TSC is currently seeking a Developer Experience & AI Enablement Lead in Aurora, CO, Arlington, VA, or Huntsville, AL. In this role, the candidate will own the continuous improvement and adoption of enterprise software development processes, engineering standards, secure development practices, and AI-enabled development capabilities across TSC business units. The successful candidate will work closely with Engineering, IT, Cybersecurity, Legal, and business-unit leadership to translate technical and compliance requirements into practical workflows, tools, and operating practices.

Responsibilities:

In this highly cross-functional role, you will treat internal product engineers as your primary customers. You will help establish consistent, secure, and scalable software development practices across TSC business units. Crucially, you will also lead the technical roadmap for safely integrating generative AI and automated agents into the end-to-end software development lifecycle (SDLC).
  • Own and continuously improve the enterprise software development operating model, including lifecycle processes, engineering standards, repository practices, CI/CD expectations, security controls, release practices, and documentation requirements.
  • Assess software development practices across TSC business units and develop a roadmap to improve consistency, maturity, developer experience, and risk management.
  • Define and promote standardized "golden path" or paved-road workflows, repository blueprints, branch-management practices, CI/CD frameworks, and reusable engineering patterns.
  • Partner with business-unit engineering leaders to align implementation, address legitimate differences, and support adoption across teams with varying tools and maturity levels.
  • Translate cybersecurity policies, software development standards, and contractual requirements into practical engineering requirements, workflows, acceptance criteria, and operating procedures.
  • Coordinate implementation of secure development practices, including code review, SAST/DAST, dependency and vulnerability management, secrets handling, SBOMs, release assurance, and evidence retention.
  • Establish and improve governance for open-source software and third-party dependencies, including sourcing, licensing, repository management, traceability, scanning, approval processes, and exception handling.
  • Lead the strategy for safely integrating generative AI assistants and agentic capabilities into the software development lifecycle, including planning, coding, testing, review, documentation, and data protection.
  • Partner with Cybersecurity, Legal, and Engineering to define AI usage guardrails related to data access, intellectual property, controlled information, provenance, disclosure, and generated-code review.
  • Define requirements for and coordinate the development of self-service infrastructure and automation that enable teams to create compliant repositories, pipelines, and development environments with minimal manual effort.
  • Coordinate evaluations and implementation of developer-experience, CI/CD, artifact-management, scanning, SBOM, AI Gateway, and related enterprise tooling.
  • Maintain roadmaps, milestones, dependencies, risks, decisions, status reporting, requirements, and investment proposals for major initiatives.
  • Facilitate cross-functional working groups and decision forums, clearly documenting options, tradeoffs, decisions, unresolved issues, and follow-up actions.
  • Establish metrics for adoption, developer experience, delivery performance, and software development maturity; use those measures to guide continuous improvement.
  • Provide technical leadership, mentoring, communications, training, and enablement to help engineering teams adopt enterprise processes and capabilities.


Required Qualifications:
  • Eight or more years of experience in software engineering, DevSecOps, platform engineering, technical program management, developer productivity, software governance, or a related discipline, including at least three years leading enterprise process improvement or enablement initiatives.
  • Demonstrated experience coordinating complex, cross-functional technical initiatives across multiple teams, business units, or organizational boundaries.
  • Practical understanding of software architecture, source-code repositories, code review, build systems, CI/CD, testing, release management, and developer workflows.
  • Experience defining or implementing secure software development practices, including vulnerability management, dependency governance, secrets handling, SBOMs, security scanning, and evidence retention.
  • Experience translating policies, standards, and risk requirements into practical processes, controls, workflows, implementation plans, and acceptance criteria.
  • Familiarity with enterprise developer tooling such as GitHub or GitLab, Jira, Jenkins or similar CI/CD platforms, artifact repositories, scanning tools, and infrastructure automation.
  • Strong technical leadership, facilitation, organizational, written, verbal, and executive communication skills, with the ability to influence teams without relying solely on formal authority.
  • Experience delivering software products or technical capabilities in U.S. Government contracting environments. U.S. citizenship and the ability to obtain and maintain a SECRET DoD clearance.


Preferred Qualifications:
  • Experience leading software development standardization, developer-experience, or engineering operating-model initiatives across multiple business units.
  • Experience designing or implementing enterprise developer platforms, paved-road workflows, reusable CI/CD frameworks, or self-service engineering automation.
  • Experience with generative AI governance, AI coding assistants, LLM gateways, agentic development workflows, or secure enterprise AI adoption.
  • Experience with open-source licensing, third-party software governance, vendor evaluation, procurement, or technology investment planning.
  • Experience managing software product lifecycles for hardware, real-time, embedded, or mission-critical systems.
  • Experience with radar, SIGINT, electronic warfare, hardware-in-the-loop, software-in-the-loop, Yocto, or related defense technologies.
