Job Description:Position OverviewWe are seeking an experienced Delivery Lead to lead a key stream within the U.S. Treasury Clearing program, accountable for end-to-end delivery of regulatory and business outcomes. The successful candidate will partner across business, technology, control functions, and external providers to manage plans, stakeholders, risks, and dependencies while driving execution through testing, implementation, and go-live in a complex regulatory environment.
Key Responsibilities- Own end-to-end stream delivery, including planning, execution, testing, implementation readiness, and closure.
- Translate regulatory and business requirements into clear scope, milestones, delivery plans, dependencies, and accountable owners.
- Coordinate internal and external stakeholders, including business, technology, control partners, clearing organizations, custodians, counterparties, and vendors.
- Manage scope, timelines, resources, risks, issues, and dependencies, proactively resolving blockers and escalating material risks with clear mitigation plans.
- Drive alignment across requirements, design, technology delivery, testing, operational readiness, and implementation activities.
- Maintain required project artifacts and provide concise, decision-oriented reporting and go/no-go recommendations, ensuring compliance with change-management, governance, audit, and regulatory-exam requirements.
Qualifications and Experience- 10+ years of project or change-delivery experience, preferably within Capital Markets and regulatory change.
- Demonstrated success leading complex, cross-functional initiatives and driving outcomes within a large matrix organization.
- Proven ability to take ownership, manage competing priorities, navigate ambiguity, and perform effectively under pressure in a fast-moving environment.
- Strong stakeholder-management, negotiation, problem-solving, and executive-communication skills.
- Strong learning agility, with the ability to quickly understand regulations, trade flows, technology infrastructure, and end-to-end dealer operating models, including booking, margin, settlement, risk, and finance.
- Experience with project-delivery methodologies and tools such as JIRA and Confluence.
