POSITION OVERVIEWThe Database Administrator sustains and secures the Oracle databases underpinning the Defense Logistics Agency (DLA) Financial Website - a Federal financial reporting and audit-readiness intranet application - in support of the DoD. This role is responsible for Oracle RDBMS administration and PL/SQL development on Red Hat Enterprise Linux and Windows; database performance tuning, backup and recovery, patching, and major-release upgrades; data modeling (Erwin) and data-mart/dimensional design; database security and data-integrity management; and supporting migration of Oracle database application servers to Military and Government Azure environments. This is an off-site position with periodic on-site support at Fort Belvoir, VA or the Washington, DC metropolitan area. This position requires an active Secret Clearance, and an Oracle Certified Professional (OCP) certification.
DUTIES AND RESPONSIBILITIES- Provide support of mission-critical Oracle databases and the DLA Financial Website by developing code and
- Perform Oracle database analysis in RHEL and Windows development and production environments; continually perform database object creation and performance tuning
- Develop, test, and implement the organization's physical databases across multiple platforms, technologies, and computing environments
- Develop PL/SQL, stored procedures, and triggers, and manage SQL Loader / ETL processes for loading data into Oracle on RHEL and Windows
- Design and document logical and physical data models for all Oracle instances using Erwin; build data marts and dimensional models, including aggregation, partitioning, and indexing strategies
- Perform database backup and recovery (hot and cold), apply Oracle Critical Patch Updates, and execute major-release Oracle upgrades
- Implement Oracle security management and data-integrity controls
- Provide application database analysis support throughout the project life cycle, including code and data-related object promotions and database change management
- Act as backup to the Senior DBA, and as backup to monitor and service the components of Oracle WebLogic, as needed
- Manage application log communication with ArcSight and Splunk
- Build and maintain reports using data visualization and business intelligence tools to meet DLA customer needs; assist team members with data imports and other areas as needed
- Participate in migration of Oracle database application servers to Military and Government Azure environments
- Produce required deliverables - scripts and source code supporting the database and financial application, and performance/tuning evaluation reports
- Attend and participate in DLA Information Operations status meetings and meetings with DLA Financial Management Office personnel
- Maintain currency with new Oracle technology releases annually and provide the COR verification of related annual training
REQUIRED QUALIFICATIONS- Active Secret Clearance
- Oracle Certified Professional (OCP) certification
- Minimum five (5) years relevant experience
- At least three (3) years Financial Website experience within the Federal Government
- At least three (3) years Federal Government Audit Readiness & Reconciliation experience
- Relevant certification from a nationally recognized technical authority
- DoD 8570.01-M / 8140 IAT Level I baseline certification (e.g., CompTIA A+ CE, Network+ CE, SSCP, or another DoD-approved IAT Level I baseline)
- Appropriate Computing Environment (CE) certification as outlined by the Cybersecurity Computing Environment Certification Working Group, applicable to the platform administered (Oracle database)
- Proficiency in Java, Python, WebLogic scripting, Linux shell scripting, C#, and HTML/JavaScript
- Strong Oracle RDBMS experience - SQL and PL/SQL, stored procedures, triggers, and data-access optimization; SQL Loader and ETL into Oracle on RHEL and Windows
- Data modeling with Erwin (logical and physical) and analytical, large-scale data model experience; data-mart population and dimensional modeling (aggregation, partitioning, indexing)
- Database performance and tuning; backup and recovery (hot and cold); Oracle Critical Patch Update maintenance; major-release upgrades; physical database design; and data warehousing features
- Oracle security management and data-integrity implementation
- Oracle Enterprise Manager experience
- Red Hat Enterprise Linux (RHEL) experience, including shell scripting (Bourne, Korn)
- Experience with ArcSight and Splunk
- Full project life-cycle experience in code migration, database change management, and data management; ability to manage multiple projects
- Demonstrated experience migrating Oracle database application servers to Military and Government Azure environments
- Additional stack familiarity: Visual Basic, Java, Java scripting, current Oracle version, and RHEL
- Strong problem-solving, documentation, and customer-communication skills
- Preferred: experience with source control tools such as GIT
This is a remote position.
Compensation: $125,000.00 - $145,000.00 per year
