The position will focus on designing and implementing practical, scalable data solutions that improve the Directorate's ability to collect, manage, integrate, analyze, and visualize aviation modernization and capability-development information.
The successful candidate will work closely with Government stakeholders, aviation analysts, and a SharePoint Data Integration Specialist to establish connected data environments using Microsoft SharePoint, Power Platform, Power BI, and other Government-approved systems.
A key objective is to improve data quality, accessibility, and interoperability while supporting future integration with Army enterprise data environments, particularly Army Vantage. This is a hands-on, intermediate-level technical position.
Key Responsibilities
Data Architecture and Integration
- Design and maintain data structures, relationships, and information flows supporting A-FCD modernization and requirements-management activities.
- Identify opportunities to consolidate information from spreadsheets, SharePoint repositories, databases, and other authorized sources.
- Develop data models and integration approaches to improve interoperability, reduce duplication, and support enterprise data sharing.
- Support data mapping and integration planning for Army Vantage or other Army-approved environments as access and interfaces become available.
Application Development and Analytics
- Design and implement practical solutions using Microsoft Power Platform, Power BI, SharePoint, and related technologies.
- Develop automated workflows, reporting capabilities, and leadership dashboards.
- Support data-collection tools and applications for tracking capability requirements, modernization initiatives, and program activities.
- Coordinate with data integration personnel to ensure consistent structures and reliable reporting.
Enterprise Integration and Vantage Readiness
- Assess existing repositories and recommend improvements to organization, standardization, and accessibility.
- Develop integration strategies that support A-FCD's transition toward enterprise data architectures and Army Vantage.
- Apply foundational data modeling, ontology, and metadata concepts where relevant to approved enterprise integration requirements.
- Coordinate with authorized Army enterprise platform administrators and technical stakeholders on data exchange, access, and integration requirements.
Data Governance and Quality
- Establish practical standards for data quality, traceability, metadata, and documentation.
- Support identification and management of authoritative data sources.
- Develop data validation and quality-control procedures to improve confidence in analytical products.
- Incorporate appropriate information safeguards and access controls into proposed solutions.
Stakeholder Engagement
- Collaborate with Army Aviation analysts and Government personnel to understand operational processes and information requirements.
- Translate functional requirements into practical technical solutions.
- Present proposed architectures, integration approaches, and completed products to technical and nontechnical stakeholders.
- Document technical designs, data relationships, workflows, and maintenance procedures.
Required Qualifications
Education
- Bachelor's degree in Computer Science, Information Systems, Data Analytics, Engineering, or a related technical discipline.
- Equivalent relevant professional experience may be considered consistent with applicable contract labor-category requirements.
Experience
- 3-5 years of progressively responsible experience in data integration, business intelligence, systems integration, or application development.
- Hands-on experience designing and implementing data models, reporting solutions, or automated workflows.
- Experience with Microsoft SharePoint, Power BI, Power Query, or Power Platform.
- Working knowledge of relational databases, SQL, data transformation, and integration techniques.
- Ability to translate user requirements into functional technical solutions and clearly document the resulting architecture.
- Demonstrated analytical, communication, and problem-solving skills.
Security
- Ability to meet security clearance and access requirements established by the task order and applicable DD254.
Preferred Qualifications
- Experience with Army Vantage, Palantir Foundry, or comparable enterprise data platforms.
- Familiarity with ontology concepts, metadata management, and enterprise data architecture.
- Experience with Python, Azure data services, or API-based integrations.
- Familiarity with Army capability development, modernization, requirements management, or defense acquisition processes.
- Experience developing dashboards and applications for Government or defense customers.
- Familiarity with DoD information security, data governance, and controlled information requirements.
Desired Professional Attributes
A technically capable, collaborative problem solver who works independently without extensive supervision; is comfortable learning Army operational processes; and can translate fragmented information requirements into practical, sustainable technical solutions.
