Senior Consultant specializing in data migration and conversion to support a large-scale federal HR modernization effort. This role leads the transformation and migration of HR data from legacy federal systems—including PeopleSoft HCM, Oracle EBS, and agency‑specific HRIS platforms—into Oracle Fusion Cloud HCM. The position focuses on delivering high‑quality, repeatable data migration processes that ensure data accuracy, integrity, and continuity for multiple federal agencies of varying complexity.
The ideal candidate thrives in mission‑critical environments, excels at solving complex data quality challenges, and brings hands‑on experience migrating large datasets into Oracle Fusion Cloud HCM using HDL and HSDL.
This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.
Responsibilities:
Design and execute end‑to‑end data migration strategies from legacy federal HR systems into Oracle Fusion Cloud HCM.
Develop ETL/ELT pipelines, mapping documentation, and transformation rules using HDL and HSDL templates.
Perform detailed data profiling, anomaly detection, and cleansing of large‑volume HR datasets.
Build and implement data cleansing routines to standardize values, remove duplicates, and align with EHRI and eOPF requirements.
Lead iterative migration cycles including mock conversions, dress rehearsals, and production cutover for agencies ranging from small to extra‑large complexity.
Conduct parallel payroll validation ensuring zero‑variance between legacy and Oracle payroll outputs.
Create and maintain runbooks, data dictionaries, reconciliation reports, and conversion specifications.
Develop automated validation and reconciliation scripts to ensure record accuracy, referential integrity, and compliance with business rules.
Partner with federal HR policy teams to confirm accurate representation of employee status, SCDs, eligibility markers, and personnel action history.
Coordinate with integration teams to ensure migrated data supports downstream HR interfaces (EHRI, eOPF, payroll providers, benefits carriers).
Support data governance activities, issue resolution, and quality metric reporting.
Apply established methods to independently resolve moderate technical and functional issues.
Communicate effectively within Agile and SAFe project structures, providing progress updates and supporting collaborative problem‑solving.
Qualifications — Required:
Ability to obtain and maintain a Public Trust clearance (U.S. Citizenship required).
Bachelor’s degree and 5 years of relevant experience (additional experience may substitute for degree).
5+ years of data migration, data conversion, or ETL development experience.
3+ years of hands‑on migration experience into Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar enterprise cloud platforms using HDL, HSDL, or FBDI.
Proficiency in SQL for transformation, validation, and reconciliation.
Proven experience profiling and cleansing large datasets (100K+ records).
Experience with ETL technologies such as ODI, Informatica, Talend, or Python-based pipelines.
Strong understanding of HR data domains (employee, positions, jobs, compensation, benefits, personnel actions).
Experience working within Agile or SAFe delivery teams.
Desired:
6+ years of data migration experience, including large-scale Oracle Fusion Cloud HCM implementations (5,000+ employees).
Hands‑on experience with HDL/HSDL templates and BI Publisher for reporting.
Experience migrating from federal HR systems (PeopleSoft, Oracle EBS HR, custom HRIS).
Knowledge of federal HR data standards (EHRI, eOPF, SF‑50, federal reporting requirements).
Experience with parallel payroll validation methodologies.
Proficiency in Python or R for scripting and automated data quality processes.
Oracle OCI Data Integration or Oracle Data Integrator certification.
Experience with Oracle Integration Cloud (OIC) or Oracle Cloud Infrastructure (OCI).
