Manager of Contracts, Land Systems

Location: Huntsville, Alabama, or Arlington, Virginia

Division: Land Systems

Position Summary

Hanwha Defense USA, Inc. (HDUSA) seeks a Manager of Contracts to lead contracting for its Land Systems Division. The incumbent will exercise primary responsibility for a portfolio of Government and commercial awards, lead complex negotiations with Army contracting activities and industry counterparts, supervise divisional contracts personnel, and help build contracts infrastructure within a rapidly expanding, FOCI-mitigated enterprise.

Principal Responsibilities

Contract Lifecycle Management

  • Direct the full contract lifecycle, from acquisition planning and solicitation through negotiation, award, administration, modification, and closeout, for production, development, engineering, and services contracts.
  • Draft and negotiate prime contracts, subcontracts, teaming agreements, and exclusivity arrangements with domestic and international integrators and suppliers, ensuring alignment with program requirements, schedule, cost targets, and technical obligations.
  • Review inbound solicitations, proposed awards, subcontracts, and agreements; identify contractual, compliance, operational, and business risk; and recommend corresponding negotiation positions.
  • Manage and remain accountable for the performance of assigned contracts and programs, including change management and resolution of disputes and interpretive issues.


Other Transactions and Non-FAR Instruments

  • Negotiate and administer Other Transaction Agreements under 10 U.S.C. a7 4022, including consortium-managed prototype projects and follow-on production awards, preserving eligibility for transition under a7 4022(f).


Proposals, Pricing, and Negotiation

  • Independently lead proposal activities, including solicitation analysis, capture strategy, terms and conditions development, preparation of the cost and contracts volumes, and review of technical and pricing volumes for accuracy, compliance, and consistency.
  • Contribute to the business and financial structuring of proposals and agreements and participate in cost and price reviews evaluating proposed terms, risks, and opportunities.
  • Formulate negotiation strategy and concession parameters, and lead fact-finding and final negotiations with Government contracting officers, including multi-divisional negotiations where required.


Regulatory and Quality Compliance

  • Maintain command of FAR/DFARS, prime contract flowdowns, intellectual property and data rights, organizational conflicts of interest, and TINA requirements.
  • Direct compliance with first article testing, production acceptance, and DCMA quality assurance regimes, and managing the contractual consequences of nonconformances, waivers, and deviations.
  • Govern domestic sourcing exposure, including specialty metals restrictions, Buy American requirements, and domestic nonavailability determinations for critical inputs.
  • Coordinate with Export Compliance on ITAR licensing and technical data controls arising from collaboration with the parent company.


Leadership

  • Recruit, develop, evaluate subordinate staff and establish performance standards for the Land Systems contracts team.
  • Advance divisional strategic initiatives and establish processes where institutional infrastructure does not yet exist.


Required Qualifications

  • Bachelor's degree in business, law, public administration, or a related discipline, or comparable experience.
  • Ten or more years of progressive Government contracts experience, including three or more years in a supervisory capacity.
  • Demonstrated success negotiating high-value production awards with Government contracting activities.
  • Deep knowledge of FAR, DFARS, ITAR, and related regulatory regimes.
  • Experience with Other Transaction Agreements, cooperative agreements, CRADAs, and other non-FAR-based instruments.
  • Exceptional attention to detail and the capacity to manage multiple complex awards and competing priorities independently in a fast-paced environment.
  • Ability to obtain and maintain a U.S. Department of War Secret clearance.
  • Willingness to travel domestically and internationally in support of program and capture requirements.


Preferred Qualifications

  • J.D. or MBA.
  • NCMA Certified Professional Contracts Manager (CPCM).
  • Experience supporting foreign-owned or FOCI-mitigated defense contractors.
