Title:Contracts Manager (Contingency)
Job SummaryAs a Contracts Manager, this position is responsible for overseeing all contract administration tasks associated with assigned Strategic Programs, to include limited oversight of the team as designated by the Program Manager. You will participate in the development and fulfillment of Government service contract requirements, serving as the primary point of contact to customers. The Contacts Manager serves as a central point for contracting stakeholder relationship management and helps ensure consistency, accuracy, and responsiveness in support of FEMA Public Assistance program delivery.

Roles and Responsibilities - Review performance requirements ensuring contracts are in accordance with terms and conditions, customer specifications and government regulations
- Oversee the issuance of contract documents across internal functions to evaluate contract direction and provide feedback.
- Display advanced core job competencies in analyzing solutions using standard procedures, demonstrating sound reasoning, and decision-making abilities
- Build positive relationships with all departments and operational teams by maintaining excellent internal and external customer service standards.
- Participate in the development of functional strategy and may be responsible for global processes and procedures.
Basic Qualifications - 10+ years of experience in Government Contract Administration.
- Must have a bachelor's degree in accounting, business, finance, law, contracts, or related field.
- Extensive experience in Government Contract Administration as additional experience may be considered in lieu of a degree.
- Must have 10 years of experience in contract management and/or a related field.
- Must have 120 hours of continuing professional education in related fields.
- Team player with excellent interpersonal skills.
- Excellent written and verbal communication skills.
- Experience working with Federal Acquisition Regulation (FAR).
- English fluency.
- Knowledge of FEMA Public Assistance program operations.
- Excellent interpersonal and customer service skills.
- Ability to manage multiple priorities in a fast-paced disaster environment.
- Strong organizational and analytical skills.
- Ability to maintain confidentiality and handle sensitive information.
- Ability to prepare professional reports and correspondence.

Preferred Qualifications- Previous contracting or other similar experience with IDIQ and multiple task order environment.
- Organized and systemic approach to task management that enables timely closure of actions.
- Ability to work independently.
- Experience working with DFARS, Agency regulations, ITAR, etc.
- Experience with IDIQ, T&M, Fixed Price, and Cost type contracts.
- FEMA Public Assistance experience.
- Grants management reporting experience.
- Experience supporting federally declared disasters.
- Knowledge of FEMA recovery operations and applicant engagement processes.
- Experience using FEMA systems and data management platforms.
- Project management or customer relationship management (CRM) experience.
