POSITION OVERVIEWThe Contractor Program Manager (PM) / Task Lead serves as the prime point of contact between the contractor team and the Government. This is a Key Personnel position. The PM/Task Lead is responsible for day-to-day contract management, quality oversight, staffing coordination, status reporting, and issue resolution across all four task areas.
KEY RESPONSIBILITIES- Serve as the single point of contact for staffing, quality control, scheduling, status reporting, issue escalation, and invoice support
- Maintain authority to assign contractor personnel to task areas and resolve performance issues
- Attend task order kick-off meeting and routine status meetings with CO, COR, and Government stakeholders
- Prepare and submit monthly status reports by the 5th business day of each month, summarizing accomplishments, deliverables, risks, issues, upcoming work, and corrective actions
- Develop and maintain the Quality Control Plan; submit within 15 business days of award and update as needed
- Lead transition-in planning including staffing, access, training, knowledge transfer, and quality control procedures
- Coordinate personnel changes with COR in advance and ensure knowledge transfer to minimize disruption
- Ensure all personnel complete required NOAA/DOC training (IT security, records management, privacy, SASH, etc.) within required timeframes
- Coordinate transition-out activities including file transfer, tracker handover, SOPs, and system access closeout
REQUIRED QUALIFICATIONS- Demonstrated experience managing federal government contracts or task orders in a program manager or project lead capacity
- Experience overseeing multi-function administrative support teams (FOIA, case coordination, travel, administrative operations)
- Strong written and oral communication skills with ability to interface effectively with senior Government officials
- Experience preparing and submitting contract status reports, quality control plans, and staffing plans
- Proficiency with Microsoft Office, Google Workspace, and Adobe Acrobat
- Ability to resolve performance issues and escalate risks proactively
SECURITY & SUITABILITY- Must be capable of obtaining and maintaining a suitability/public trust determination (Tier 1 or successor)
- Must obtain all required system access approvals for NOAA/DOC systems
- Must complete initial and annual NOAA SASH training within required timeframes
