Job Overview:

APTIM's Energy Transition is seeking an experienced Contractor Liaison. This position is based in Texas and will be responsible for recruitment, engagement and support of contractors within a defined territory on behalf of the HOMES/HEEHR program. APTIM's role is to develop and manage Home Energy Rebates created through the Inflation Reduction Act including the Home Owner Managing Energy Savings Rebate Program (HOMES) and the High-Efficiency Electric Home Rebate Program (HEEHR). Residential program knowledge and technical expertise in energy efficiency and weatherization is required.

The successful candidate will immediately assume an active role supporting the planning and operational activities for the programs. They will support the Contractor Network Manager to implement strategies to scale the contractor network to align to program needs. These activities may include development and/or review of marketing, training or process materials to support the recruitment, training and ongoing management of the contractor network.

This position is based in Texas and will have frequent travel within a defined region. There is the opportunity for travel outside of the area, sporadically, for conferences, events, and continuing education. The Contractor Liaison must be a critical thinker, able to manage multiple tasks, have excellent written and verbal communication skills, and be able to maintain positive relationships with colleagues, stakeholders, and partners. The role requires a person who is accountable, process driven, detail-oriented, and pragmatic. Individuals in this role will be expected to embrace a collaborative approach, take ownership of their workspace, and find solutions to challenges as they arise and be highly flexible to adjust to program needs. In this role, you will be working with others who are passionate about clean energy, energy efficiency, and making a positive impact on the industry.

Key Responsibilities/Accountabilities:
  • Work as part of a program team ensuring the administration, implementation, and verification of federally funded energy efficiency projects are successfully executed.
  • Recruit and onboard contractors to the program network
  • Develop and lead presentations promoting HOMES/HEEHR programs at various conferences, community events, or professional organizations.
  • Respond to direct inquiries and requests made by contractors in a timely manner.
  • Perform field QA/QC visits for assigned territory
  • Maintain annual compliance checks for enrolled contractors and engage in escalations and code of conduct issues for assigned contractors
  • Provide regular communication to the network regarding program related opportunities or changes. Communications may include, but are not limited to, webinars, newsletters, advisory group meetings, and one-on-one visits.
  • Deliver supporting information, collateral, and contacts to contractors to support deepened customer engagement.
  • Be attuned to broad and local regulator, policy, and economic concerns impacting programs and bring these perspectives to program leadership.
  • Frequent day travel and occasional overnight (depending on conferences, training or other opportunities).
  • All other duties as assigned.
  • Ensuring compliance with all APTIM quality and safety policies as well as all OSHA regulations.


Basic Qualifications:
  • Bachelor's degree from an accredited four-year college or university or equivalent work experience.
  • 5+ years of experience related to contractor outreach and engagement
  • Knowledge of energy efficiency and weatherization programs.
  • Technical understanding of measures offered through programs
  • Experience working with and/or for contractors in the state of Texas
  • Detail-oriented with excellent time management, project management, and follow-through; creative problem solver with strong analytical abilities.
  • Deep understanding of energy efficiency, weatherization, renewable energy, and the types of equipment, technologies, and building practices relevant to residential customers.
  • Ability to maintain confidentiality and handle sensitive information with integrity.
  • Strong written and oral communication skills.
  • Exceptional relationship management skills.
  • Ability to travel within Texas regularly and occasionally out-of-state.
  • Must be a self-starter, organized and have an ability to manage competing priorities with established deadlines.
  • Commitment to fostering a collaborative work environment within the team and broader organization.
  • Proficient in Microsoft Office software - Excel, Word, PowerPoint, Outlook, and SharePoint.


Desired/Preferred Qualifications:
  • Professional experience working within contractor community in Texas
  • CEM, BPI, QCI, PMP, or similar certification.
  • 3+ years' experience in the energy efficiency industry.


As of the date of this posting, a good faith estimate of the current pay range for this position is $80,000-105,000 per year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
