Position Description

Angayut, LLC is seeking one Contract Specialist V Team Lead to serve as a working senior contract specialist supporting an assigned PBGC procurement branch and the Business Acquisition Support workload. This key-personnel position will lead assigned acquisition support personnel while personally performing complex cradle-to-grave acquisition support within established Procurement Award Lead Times and in accordance with the FAR, PBGC FAR Supplement, and agency directives.

The Team Lead will coordinate daily workload, review work products, mentor personnel, and assist Contracting Officers and program customers with acquisition planning, requirements development, solicitation and evaluation documentation, award support, post-award administration, COR file reviews, modifications, closeout, and acquisition reporting. Government officials retain all decision-making, approval, source-selection voting, award, administration, and termination authority.

Key Responsibilities
  • Lead an assigned PBGC procurement branch or Business Acquisition Support workstream while performing complex senior contract-specialist duties.
  • Assign and monitor work, review acquisition products for quality and regulatory compliance, mentor team members, track milestones, and elevate workload or performance risks to the Program Manager.
  • Draft and review SOOs, SOWs, PWSs, independent cost estimates, acquisition plans, market research, QASPs, evaluation criteria, source-selection plans, justifications, determinations and findings, and other pre-award documents.
  • Support development and issuance of RFPs and RFQs; organize and support evaluation activities; prepare price-analysis documentation; and draft award and contract-file documentation for Government review and approval.
  • Support fixed-price, cost-reimbursement, labor-hour, time-and-materials, BPA, IDIQ, interagency, GSA Schedule, and task-order acquisitions.
  • Draft bilateral and unilateral modifications, incremental-funding actions, option exercises, administrative changes, and other post-award documentation for Contracting Officer approval.
  • Maintain complete pre-award and post-award contract files and support annual COR file reviews, findings documentation, and corrective-action follow-up.
  • Support full and quick closeouts, verify invoices and deliverables, obtain COR and vendor concurrences, prepare COR Closeout Memos and Contractor Releases of Claims, reconcile remaining funds, and draft deobligation modifications.
  • Enter and validate information in PRISM, FPDS-NG, IPP, SAM.gov, SharePoint, and other approved federal acquisition and financial systems as authorized.
  • Prepare recurring and ad hoc workload, milestone, closeout, and acquisition-status reports and contribute to high-level briefings and executive summaries.
  • Maintain clear contractor status and ensure all recommendations and support activities remain within non-inherently governmental boundaries.

Qualifications
  • Education: Bachelor's degree in business, acquisition management, public administration, finance, or a related field preferred; an equivalent combination of education and directly relevant experience may be considered.
  • Experience: At least 10 years of progressively responsible federal acquisition experience performing complex cradle-to-grave contracting support, with demonstrated experience leading or mentoring acquisition professionals.
  • Advanced knowledge of the FAR and experience with market research, acquisition planning, requirements documents, solicitations, evaluation support, price analysis, award documentation, modifications, contract administration, and closeout.
  • Experience supporting multiple contract types and vehicles, including IDIQs, BPAs, task orders, GSA Schedule or other governmentwide vehicles, firm-fixed-price, cost-reimbursement, labor-hour, and time-and-materials acquisitions.
  • Demonstrated ability to review work products, manage acquisition milestones, maintain audit-ready files, and communicate effectively with Contracting Officers, CORs, program offices, finance, legal, and vendors.
  • FAC-C, DAWIA Contracting, Federal Acquisition Certification, former contracting warrant, NCMA certification, or comparable acquisition training preferred.
  • Excellent written and oral communication, organization, recordkeeping, customer-service, analytical, and problem-solving skills.
  • Ability to operate effectively in a demanding and evolving environment, rapidly implement Government direction, and maintain professional and ethical conduct.
  • Proficiency with Microsoft Office Suite, including Access, Word, Excel, PowerPoint, and Outlook; Adobe tools; and generative AI tools such as ChatGPT, Google Gemini, or Microsoft Copilot.
  • Knowledge of contractor support boundaries and the ability to avoid performing or appearing to perform inherently governmental functions.
  • Ability to work during PBGC core business hours, Monday through Friday, 9:00 a.m. to 3:00 p.m. Eastern Time, and provide approved surge support when required.

Travel

No travel is currently anticipated. Occasional travel may be required if authorized by the Government and the company.

Eligibility Requirements

Ability to obtain and maintain a favorable PBGC suitability determination, including the required Moderate Risk Background Investigation or qualifying prior investigation, and a Personal Identity Verification credential.

Employment is contingent upon contract award, Government approval where applicable, successful completion of company pre-employment requirements, and availability at the start of performance.
