  • Direct Superintendents for execution in piping, mechanical, electrical, and other disciplines.
  • Set site safety agenda, chair safety meetings, and ensure safety initiatives are met.
  • Manage subcontractor performance and conduct progress meetings to enforce compliance.

Job Overview:

SUMMARY

The SAGD Construction Manager owns site-wide construction delivery of SAGD Above Ground Pipelines, Central processing facilities and well pads- setting the execution plan, resourcing, and the safety and quality expectations that the Superintendents execute, and is accountable for site cost, schedule and turnover in accordance with company and client policies, procedures, codes, goals and objectives. The SAGD Construction Manager reports to the Project Manager and directs the site Superintendents.

JOB DUTIES
  • Lead project start-up activities; planning, requisitions, client approvals
  • Development of detailed Project Construction Execution Plans, including constructability, module receipt and setting sequence, and tie-in strategy
  • Lead development of Project schedule and work plans; integrates engineering, procurement and module delivery dates into the field sequence
  • Own and maintain the project activity risk matrix; directs mitigation across all areas
  • Develop and maintain the site manpower, equipment and camp plan; forecast ramp-up, rotation coverage and demobilization
  • Lead Plan development for Mobilization and Demobilization
  • Own the site interface with client Construction and Operations leadership; secure permits, isolations and tie-in windows for brownfield scope on live SAGD facilities
  • Provide direction to the Superintendents responsible for project execution; piping, structural, mechanical, electrical & instrumentation, civil, insulation and coatings, as well as equipment and transportation
  • Set the site safety agenda and meeting cadence; chair the weekly site safety meeting and attend crew toolbox meetings
  • Review THA/JSA/OHA quality with the HSE Advisor and correct trends across the site
  • Own site safety initiatives and HSE deliverables; assign them to the Superintendents and verify completion
  • Chair the daily site-wide debrief with Superintendents and subcontractor management
  • Manage subcontractor scope, performance and coordination; chair subcontractor progress meetings and enforce contractual obligations
  • Own site staffing, succession and performance management; assess the Superintendents and address gaps
  • Own the client construction relationship and the commercial relationship with site subcontractors and vendors
  • Consolidate area reports into the daily site report and issue it to the Project Manager and the client
  • Verify earned progress against Rules of Credit before it is reported, and articulate site progress to the client and Primoris
  • Present the shift report at the client construction meeting
  • Review, validate and develop project change orders; quantify hours and schedule impact before submission
  • Accountable for project spending; approves field cost mitigation decisions
  • Review project quality and HSE deliverable progress across the site
  • Direct system completion and turnover; walkdowns, punch list close-out, hydrotest and reinstatement, and handover of turnover packages to the client
  • Other duties as required


QUALIFICATIONS
  • Bachelor's Degree in Construction Management, Engineering, or related field is preferred; equivalent work experience is acceptable
  • Minimum of ten (10) years of experience in heavy industrial construction, with time served in Superintendent and Construction Manager roles
  • Demonstrated experience leading multi-discipline SAGD, oil sands or gas plant site construction, including brownfield tie-ins on operating facilities
  • CSTS-20
  • Leadership for Safety Excellence (LSE)
  • Legislative Awareness
  • First Aid w/AED
  • Defensive Driving
  • H2S Alive
  • Ground Disturbance Level II
  • Certified Project Management Professional (PMP) or Gold Seal Certification is considered an asset
  • NCSO or CSO designation is considered an asset


SKILLS
  • Ability to build a construction execution plan that survives contact with the field - sequencing, access, laydown, heavy lift and module set logistics
  • Strong command of subcontract administration, backcharges and the commercial consequences of field direction
  • Sound understanding of energy isolation, permitting and simultaneous operations requirements on a live SAGD facility
  • Skilled determination of critical construction path and of the schedule impact of engineering and module delivery slippage
  • Strong understanding of construction safety, quality control and project controls, including earned value and Rules of Credit
  • Ability to quantify activities, materials and supplies and to challenge quantities reported from the field
  • Assertiveness and self-assurance in presenting and supporting conclusions to the client; strong communication and interpersonal skills
