Full Job Description
We are seeking experienced Construction Estimators to support NAVFAC Northwest with cost estimating, construction change analysis, constructability reviews, claims analysis, and evaluation of contractor pricing.

The Estimator will develop and review estimates for new construction and changed conditions and provide independent recommendations regarding contractor cost proposals.

Responsibilities
  • Prepare and review construction cost estimates.
  • Review contractor proposals and pricing for compliance with solicitation and contract requirements.
  • Identify duplicated, unsupported, or unreasonable contractor costs.
  • Conduct Bidability, Constructability, Operability and Environmental (BCOE) reviews.
  • Evaluate project cost exposure and recommend cost-effective solutions.
  • Review pricing associated with major equipment and long-lead materials.
  • Review construction progress payment schedules.
  • Perform site visits to verify existing and changed conditions.
  • Develop cost analyses supporting change orders and contract modifications.
  • Review contractor claims and provide written recommendations.
  • Support Government negotiations involving equitable adjustments.
  • Perform value engineering and constructability cost analysis.
  • Prepare cash-flow forecasts and Work-in-Place analysis.
  • Prepare reports, calculations, independent estimates, briefings, and cost recommendations.
  • Provide estimating support involving delays, changed conditions, and construction interference.


Requirements

  • Bachelor's degree from an accredited Architecture or Engineering program.
  • 10+ years of construction estimating experience.
  • Minimum 5 years working with Engineering or Architectural disciplines.
  • Minimum 1 year specialized experience supporting NAVFAC or U.S. Army Corps of Engineers Capital Improvements projects.
  • Demonstrated experience with CostWorks and MII/Micro-Computer Aided Cost Estimating System.
  • Experience with Government construction estimating procedures, particularly NAVFAC and/or USACE.
  • Experience estimating new construction and changed conditions.
  • Knowledge of construction trades, materials, methods, and local market pricing.
  • Experience with Microsoft Office and applicable construction/estimating software.
  • Ability to obtain required Government access/security eligibility.
  • Valid driver's license and ability to perform project-site visits.
  • U.S. citizenship unless otherwise approved by the Government
