Job Summary This position supports agency-wide technical initiatives by providing cloud development and implementation of solutions. The incumbent will be responsible for the development, configuration, maintenance, and deployment of solutions for the Minnesota Department of Health (MDH), following industry-standard coding practices and technology processes. Working in collaboration with technical leads and MDH partners, the individual will also provide support in application accessibility best practices and development.
This position requires an employee to work onsite at 625 Robert St. N, St. Paul, Minnesota at least 50% of the time, with limited telework available. Telework eligibility depends on residence:
- Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
- Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
- Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Position requires a minimum of three (3) years of IT related experience in software application development, cloud-based solutions, or related information technology disciplines.
Experience must include:
- Cloud Development: Experience building, testing, troubleshooting, and deploying cloud-native web applications, with hands-on experience preferably in AWS (or equivalent cloud platforms like Azure)
- Programming: Proficiency in Java utilizing modern frameworks such as Spring Boot or Micronaut, paired with frontend experience using JavaScript, HTML, CSS, and modern frameworks such as Vue.js.
- Databases: Hands-on experience with relational database management systems, with a strong focus on schema design, query optimization, and performance tuning.
- DevOps & Quality Assurance: Version control with Git, configuring CI/CD pipelines, and implementing automated testing.
- API Integration: Experience or familiarity with developing and integrating RESTful web services.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months
Preferred Qualifications - AWS &Cloud Services: Familiarity with different AWS services such as EC2, S3, RDS, IAM
- Application Security:Familiaritywith application security principles and authentication/authorization, preferably utilizing Keycloak.
- Accessibility: Knowledge of digital accessibility standards such as WCAG guidelines to ensure inclusive technology solutions for all citizens.
- Certifications: Relevant cloud certifications, such as AWS Certified Cloud Practitioner, are considered a strong plus.
