Duties and Responsibilities
What you will do:
  • Manage transportation projects from inception through completion including managing project budgets and review of all contract invoices and project expenditures.
  • Evaluate qualifications and/or proposals of consultants for design and other pre-construction services and/or construction engineering & inspection (CE&I) services, negotiate consultant fees and scope of work, and develop and approve contract changes with consultants as necessary.
  • Review plan submittals to ensure applicable federal, state, and local standards and the project's purpose and goals are met.
  • Work with utility coordination staff to effect utility relocations as needed.
  • Coordinate permit applications with various environmental and regulatory agencies; ensure federal requirements are met for federally funded projects.
  • Coordinate in-house or consultant-led acquisition of construction permissions, easements and right-of-way from property owners as needed.
  • Prepare Invitation for Bid (IFB) documents for construction advertisement; coordinate with construction inspection staff to ensure compliance with applicable specifications, prepare and coordinate change orders with contractors as necessary, and review and approve construction contract invoices.
  • Provide excellent customer service to citizens and stakeholders by effectively communicating and keeping all informed of project status.

Minimum Qualifications
What we are looking for:
  • Engineers and project managers to oversee the development and construction of transportation infrastructure projects across Charleston County.
  • Bachelor's Degree in Civil Engineering or other related field with a minimum of 1-3 years or more of progressively responsible experience in Engineering, Construction, Project Management, or any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
  • Certification as an Engineer in Training (EIT) with the ability to obtain licensure as a Professional Engineer (PE), or Certification as a Project Management Professional (PMP) is preferred.
  • Applicants with a general knowledge of engineering and project management procedures to independently manage consultant design, assemble the Invitation For Bid package, and provide construction oversight on small scale transportation projects.
