Position Summary
The Long Beach Unified School District is seeking a visionary, collaborative, and proactive leader to serve as Chief Technology Officer (CTO). Under the direction of the Superintendent of Schools or designee, the CTO serves as a principal advisor on District-wide technology initiatives and leads the strategic development, implementation, and administration of technology and information services. This includes educational technology, student information management, infrastructure, cloud services, data security, and business systems aligned with the mission, vision, and values of the Board of Education.

Key Responsibilities
  • Strategic Leadership: Shape the vision for District technology services, aligning educational technology, student information management, infrastructure, and business systems with organizational goals.
  • Modernization & Planning: Lead enterprise resource planning (ERP) initiatives, legacy system modernization, and project portfolio management.
  • Operations & Infrastructure: Direct daily operations across networks, cloud services, application development, telecommunications, end-user support and direct data security and recovery procedures.
  • Cross-Functional Collaboration: Partner with school administrators and office teams to evaluate, deliver, and support technical solutions that meet diverse learning and administrative needs.
  • Vendor & Contract Management: Oversee vendor partnerships, contract negotiations, proposal evaluations, and technology equipment replacement cycles.
  • Department & Budget Oversight: Develop and manage departmental budgets, and analyze expenditures.
  • Team Development: Supervise, evaluate, and mentor assigned staff while fostering a customer-focused, innovative, and continuous-learning culture.

Employment Standards
Qualifications & Requirements

Education & Experience
  • Education: Bachelor's degree in computer science, information technology, business administration, education, or a related field (Master's degree preferred).
  • Experience: 7 years of management experience in a school district, higher education institution, or public agency involving strategic technology planning and oversight of educational and business systems. (Equivalent combinations of education and experience may be considered).
  • Certifications: Certification as a Chief Technology Officer is highly preferred.

Core Knowledge & Abilities
  • Technical Expertise: Deep knowledge of system architecture, network infrastructure, data security compliance, database administration, and the Microsoft 365 suite.
  • Public Sector Acumen: Understanding of government purchasing, public school district operations, fiscal accountability, and public agency contracting.
  • Leadership & Mindset: Proven ability to drive forward-thinking solutions, communicate complex technical topics to non-technical audiences, build strong vendor and internal relationships, and lead large-scale change management.

Special Requirements
Licenses: Valid California Class C Driver's License and use of a personal automobile.

APPOINTMENT
In accordance with Education Code Section 45301, an employee appointed to this class must serve a probationary period of one year during which time an employee must demonstrate at least an overall satisfactory performance. Failure to do so shall result in the employee's termination.

The Board of Education acted on March 15, 2023 to designate this class as senior management in accordance with California Education Code sections 45108.5 and 45256.5.
SELECTION PROCEDURE:
Positions in the senior management of the classified service shall be filled from an unranked list of eligible persons who have demonstrated managerial ability who have been found qualified for the positions by the district superintendent and determined by the Personnel Commission. The eligibility list for this classification will remain in effect for a period of 6 months.

12 month Classified Management employees earn vacation at the rate of 21 days per year (.081 hour for each hour worked).

12 month Classified Management employees earn 13 working days of sick leave each year which are accumulated indefinitely. Employees of other California school districts who have accrued sick leave may transfer it to LBUSD in accordance with the California Education Code.

12 month Classified Management employees receive 14 paid holidays per year.
