Position OverviewThe Chief Strategy Officer, Tribal & Indian Health (CSO) will lead the Company's strategic engagement across the Tribal and Indian health care ecosystem, including Tribal governments, Tribal health organizations, Urban Indian Organizations (UIOs), and the Indian Health Service (IHS). The CSO will identify emerging needs and strategic opportunities, strengthen the Company's position within the market, and align the Company's capabilities with the evolving needs of the organizations it serves.
The CSO will bring deep expertise in the Indian health system, ISDEAA/638, federal health care funding mechanisms, and the relationships necessary to navigate this complex environment. The CSO will work directly with Tribal and Indian health leaders to understand organizational priorities, provide strategic guidance, identify opportunities to strengthen health care programs and access available federal resources, and advise organizations navigating the 638 transition and related aspects of health care self-determination.
A core responsibility of the role will be providing client-facing, billable 638 and Indian health strategy consulting. The CSO will help organizations assess their current health care structure, understand the implications and opportunities associated with 638, identify available federal resources and funding mechanisms, and develop strategic pathways for transitioning, expanding, or optimizing their health care programs. This work may include advising leadership, facilitating discussions with IHS and other stakeholders, developing transition strategies and roadmaps, and coordinating the appropriate expertise and resources needed to advance an organization's objectives.
While the Company has established consulting capabilities, this Tribal and Indian health strategy service line is being developed. The CSO will help define and build the offering, lead engagements within their expertise, and identify the tools, specialized expertise, and other resources needed as client demand grows. The role calls for a leader who can deliver substantive consulting work directly while drawing on existing Company teams and recommending additional resources when justified by specific opportunities.
The CSO will also identify opportunities where the Company's broader capabilities including health care staffing, clinical services, consulting, and operational support can address needs identified through this strategic work. When an opportunity requires specialized operational or staffing expertise, the CSO will collaborate with and facilitate a handoff to the appropriate Company team while remaining engaged in the overall relationship and strategic context.
The CSO will therefore serve as both a subject-matter expert and a strategic growth leader. The role combines direct delivery of revenue-generating consulting services with development of a new service line and opportunities for the Company's other capabilities. The CSO will help organizations navigate complex health care decisions while creating meaningful, sustainable opportunities for the Company to support their objectives.
Key Responsibilities638 & Indian Health Strategy Consulting
- Serve as the Company's senior subject-matter expert on ISDEAA, 638 contracting and compacting, Tribal self-determination, and related Indian health care strategy.
- Advise Tribal leadership and health care executives on the strategic considerations, opportunities, requirements, and potential pathways associated with assuming or expanding control over health care programs and services.
- Conduct strategic assessments of an organization's current health care delivery structure, priorities, capabilities, and objectives in the context of potential 638 transition or expansion.
- Help organizations develop strategic roadmaps for pursuing 638 agreements, amendments, expansions, or other health care self-determination initiatives.
- Lead and deliver billable consulting engagements throughout the 638 transition process, including strategy development, stakeholder coordination, planning, and issue identification.
- Help organizations understand the operational, financial, administrative, and strategic implications of different approaches to health care self-determination.
- Serve as a knowledgeable resource throughout the transition process while coordinating with appropriate legal, financial, regulatory, or other subject-matter experts when specialized expertise is required.
- Maintain current knowledge of IHS policies, ISDEAA authorities, federal health care programs, funding mechanisms, reimbursement structures, and developments affecting Tribal health.
Federal Funding & Resource Strategy- Help Tribal and Indian health organizations understand the range of federal funding streams, authorities, reimbursement mechanisms, and other resources potentially available to support their health care programs.
- Identify potential gaps between resources currently being accessed by an organization and opportunities that may warrant further evaluation.
- Help organizations develop strategies for optimizing available federal resources in support of their health care objectives.
- Analyze how changes in federal policy, funding, or program structure may affect an organization's strategic options.
- Facilitate connections with appropriate federal stakeholders and subject-matter experts when necessary to advance an organization's objectives.
- Translate complex federal programs and funding structures into practical, actionable strategic guidance for organizational leadership.
Tribal & Indian Health Relationships- Develop and maintain high-level relationships with Tribal leaders, Tribal health executives, Tribal administrators, UIO leadership, IHS personnel, and other key stakeholders.
- Leverage an established network across Tribal, Urban Indian, federal, and health care communities to advance the Company's strategic objectives and provide value to organizations it serves.
- Develop a deep understanding of the priorities, challenges, and emerging needs of organizations within the Indian health ecosystem.
- Represent the Company as a credible and knowledgeable strategic resource within the Tribal and Indian health communities.
- Coordinate strategically with other Company leaders and team members who maintain Tribal and Indian health relationships to ensure alignment and maximize the Company's
- collective relationships and capabilities.
- Maintain relationship continuity across consulting engagements, strategic initiatives, and subsequent Company-supported services.
Strategic Opportunity & Service Line Development- Identify opportunities for the Company through direct engagement with Tribal and Indian health organizations and through the 638 consulting process.
- Recognize where an organization's strategic objectives may create a need for the Company's staffing, clinical, consulting, operational, or other capabilities.
- Work collaboratively with Company leadership to evaluate opportunities, develop proposals and scopes of work, and advance client engagements.
- Shape and launch the Tribal and Indian health strategy consulting service line within the Company's broader consulting practice, including its offerings, delivery approach, and
- priorities.
- Lead appropriate consulting engagements related to 638, Indian health strategy, federal resource navigation, and related areas within the CSO's expertise; perform core advisor work directly.
- Identify the specialized expertise, tools, and support needed for defined engagements or growth opportunities, and recommend a practical approach to obtaining those resource through existing teams, partners, or additional capacity as warranted.
- When opportunities extend beyond the CSO's scope, engage the appropriate internal business development, operations, clinical, staffing, or implementation resources.
- Provide internal teams with the strategic, organizational, and relationship context necessary to successfully pursue and execute opportunities.
- Remain involved in key relationships and strategic engagements as appropriate.
Strategic Market Leadership- Develop and execute the Company's strategy for engaging with the Tribal and Indian health market.
- Provide Company leadership with market intelligence and strategic insights regarding developments across IHS, Tribal health, Urban Indian health, ISDEAA/638, federal health policy, and related funding programs.
- Identify emerging trends and unmet needs that may inform the Company's services, capabilities, and strategic direction.
- Refine the new service line and help shape other offerings and strategic initiatives based on client work, market knowledge, and the needs of organizations within it.
- Identify opportunities to expand the Company's relationships, capabilities, and presence within the Tribal and Indian health market.
- Represent the Company at Tribal health conferences, UIO events, IHS meetings, industry forums, and other relevant gatherings.
Qualifications- Significant experience working with Tribal governments, Tribal health organizations, Urban Indian Organizations, IHS, or the broader Indian health care system.
- Demonstrated expertise in ISDEAA and the 638 contracting, compacting, and self determination environment.
- Direct experience advising or supporting Tribes through 638 transitions, compacts, contracts, amendments, or expansions of self-determination authority.
- Established and credible relationships across Tribal health, Urban Indian health, and IHS communities.
- Strong understanding of federal health care funding, reimbursement, and resource structures applicable to Indian health organizations.
- Experience providing strategic consulting or advisory services to senior Tribal, UIO, IHS, or health care leadership, including direct delivery of client engagements.
- Strong strategic and business-development acumen, with the ability to recognize opportunities, develop consulting work, and connect organizational needs with appropriate Company capabilities.
- Ability to build a new consulting offering, assess the resources needed to deliver it, and work independently as a subject-matter expert while collaborating effectively across internal teams.
- Exceptional relationship-building, communication, facilitation, consulting, and stakeholder-management skills.
- Ability to translate complex federal, financial, health care, and organizational issues into clear strategic recommendations.
- Demonstrated discretion, cultural awareness, and respect for Tribal sovereignty and self determination.
- Willingness and ability to travel up to 40% to Tribal communities, UIOs, IHS facilities, conferences, and other relevant meetings.
Preferred Qualifications- Prior experience within IHS, a Tribal health organization, Tribal government, Urban Indian Organization, or an organization supporting Indian health programs.
- Extensive direct experience with 638 transition strategy and implementation.
- Familiarity with IHS Area Offices and the federal/Tribal interfaces involved in ISDEAA implementation.
- Experience identifying, accessing, or optimizing federal health care funding and resources for Tribal or Indian health organizations.
- Existing relationships with Tribal leaders, Tribal health executives, UIO leadership, IHS personnel, and other key stakeholders.
- Experience in health care consulting, strategic advisory services, federal health policy, staffing, business development, or a related field; experience developing a consulting practice or service offering is a plus.
- Bachelor's degree in health administration, public administration, business, public health, or a related field; advanced degree preferred but not required in lieu of significant relevant experience.
