Job Summary The CFSS Development and Policy Consultant will coordinate and oversee the development and implementation of a major service option, Community First Services and Supports (CFSS). Responsibilities include:
- Direct the design and development of new CFSS services
- Direct the development of a comprehensive CFSS implementation plan conducts policy and budget analysis
- Develop and facilitate stakeholder engagement
- Provide consultation, communication and planning to support CFSS implementation
- Other duties as assigned
CFSS is replacing Medical Assistance's (MA) Personal Care Assistance (PCA) services as part of two federal State Plan Amendments (1915K and 1915I). The incumbent manages complex statewide systems change using strong policy/procedural knowledge, leadership, analytics and stakeholder relation skills. CFSS is part of MA Reform and involves an array of stakeholder and functions crossing DHS administrations, other state agencies, lead agencies and disciplines.
Qualifications Minimum Qualifications 3 years of professional experience in Home and Community Based Services. Experience must include the following:
- Knowledge of and experience with legislative process, state government and DHS policies, procedures, processes, laws and rules, including Medical Assistance and Home and Community Based Services
- Advanced experience with planning, policy analysis, budgetary analysis and systems design processes necessary to carry out project management principles, methods and techniques
- Statistical and/or other research methods sufficient to design and prepare reports, analyze results and critique the analytical methods and results of other professionals
Preferred Qualifications - Demonstrate leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work and advise others
- Create operational plans/reports; organize/monitor detailed individual project work plans; prioritize work
- Plan, manage and facilitate meetings; elicit opinions, ideas and concerns, and identify issues to facilitate consensus among a variety of stakeholders, interest groups and constituents
- Work collaboratively with policy leads and others as well as independently in order to achieve project goals and work within project/grant/contract deadlines, respond flexibly to shifting conditions and expectations
- Analyze, document and report on complex legislative, policy and budgetary information; prepare and disseminate information on changes in policies, procedures and protocols
- MMIS experience
- Knowledge/experience in lead agency responsibilities, assessment and case management
- Variety of experiences working effectively with others from different backgrounds and/or cultures
