We are seeking a highly motivated and relationship-driven professional to join our team as a Capture Manager. This role will support the company's growth by helping expand strategic partnerships with public housing authorities, government agencies, pension funds, and charitable foundations. The ideal candidate enjoys outreach, building relationships, and creating new opportunities in a fast-paced environment.
Position Overview
The Capture Manager focuses on building relationships and positioning the company for opportunities before formal solicitations are released. Rather than reacting to requests for proposals, this role is designed to proactively engage agencies and stakeholders early in the procurement lifecycle.
In this position, the Capture Manager will conduct consistent outreach to agencies and industry partners, schedule meetings with company leadership, and support early-stage opportunity development. This proactive engagement helps ensure the company is well positioned when opportunities move into formal proposal stages.
A key part of the role involves coordinating meetings between agency representatives, the Director of Business Development, and internal technical leaders. The Capture Manager will also research agency priorities, monitor upcoming opportunities, and track engagement activities through the company's CRM system.
What You Will Do
This role centers on proactive client engagement and relationship building. On a typical day, the Capture Manager will conduct targeted outreach to prospective partners with the goal of introducing the company and establishing meaningful connections.
The position requires identifying and engaging decision-makers across public housing authorities, federal agencies, state agencies, pension plans, and charitable foundations. Through consistent communication and thoughtful engagement, the Capture Manager helps position the company as a trusted partner before formal procurement processes begin.
The Capture Manager will also maintain a pipeline of early-stage opportunities aligned with the company's capabilities. By researching agency forecasts, acquisition plans, and organizational structures, this role helps identify emerging opportunities and support internal planning efforts.
In preparation for meetings between leadership and agency stakeholders, the Capture Manager will gather background information, prepare briefing materials, and coordinate scheduling. Participation in industry networking events, agency match-making sessions, and professional association meetings may also be part of the role.
What We Are Looking For
The ideal candidate is a natural relationship builder who enjoys connecting with people and creating opportunities. This role is well suited for someone who is comfortable engaging senior-level decision makers and maintaining consistent outreach activity.
Candidates should have experience in business development, capture management, client engagement, or a related field where relationship building and opportunity development were central responsibilities. Familiarity with federal or state procurement processes, particularly early pre-RFP engagement, is helpful.
Strong communication skills are essential, as the role requires frequent interaction with external partners and coordination with internal teams. The successful candidate will also be organized, self-directed, and comfortable working in a performance-driven environment.
How Success Is Measured
Success in this role will be reflected in the strength of the company's early-stage opportunity pipeline. Key indicators include productive meetings established with agency stakeholders, intelligence gathered on upcoming opportunities, and the development of strong long-term relationships with prospective clients.
Over time, the relationships and insights developed through this role will help shape future opportunities and strengthen the company's ability to compete for new contracts.
Why This Role Matters
At Leumas, we believe the most successful partnerships are built well before a solicitation is released. By engaging agencies early, understanding their priorities, and positioning the company as a trusted partner, the Capture Manager will play a key role in supporting the company's long-term growth.
This position offers the opportunity to expand the company's reach, influence future opportunities, and contribute to projects that support affordable housing and community development nationwide.
