Basic FunctionHF Sinclair in Anacortes, Washington is seeking a Capital Project Manager who will manage a portfolio of projects within the Capital Projects Department. Total Installed Cost of an individual project will be >$1MM and typically >$5MM. The Capital Project Manager will be accountable for all aspects of assigned projects including project scope, estimate, schedule, engineering design, equipment and material selection, project bidding, contractor selection, construction oversight, management of change, safety and environmental oversight and all other project tasks to successfully accomplish project goals of refinery capital projects in a safe, profitable, timely and efficient manner. Supports multiple capital projects simultaneously within a managed budget and execution schedule.
Job Duties(functions considered essential as defined by ADA)
- Direct and manage a large portfolio and wide array of multidiscipline, complex or high impact/high value projects and is responsible for all aspects of project performance, including safety, cost, schedule and quality
- Apply project management and engineering skills/ knowledge throughout the phase gate process on projects assigned within the Capital Projects Department. This includes being self-directed and motivated with the ability to interact with project team members and key refinery / corporate stakeholders.
- Oversee engineering contractors, project deliverables, and field activities associated with their projects. Provide discipline specific engineering assistance, direction and development assistance to colleagues, depending on assignment.
- Develop project scopes, justifications, budgets and funding requests for approval.
- Develop ROM project cost estimates for early phase feasibility studies and idea submittals.
- Perform economic analyses and contribute to ROI reports for capital upgrades where appropriate.
- Prepare and review project execution plans, technical specifications, contract documents, estimates and required project-related gate documentation to meet HF Sinclair standards.
- Coordinate technical review for all new, existing, and revamped equipment and facilities to ensure consistency with applicable HF Sinclair engineering practices as well as industry design standards such as API, ASME, NFPA, ANSI, OSHA, etc.
- Initiate and steward management of change reviews for assigned projects to ensure safety, operability, and maintainability in design.
- Specify and procure equipment, material, and services. Support the Procurement Department in proposal review and supplier selection during bid evaluation.
- Track schedule and costs and provide regular status reports and forecasts.
- Assist other project managers with estimates, designs, and construction packages as well as providing quality assurance support during construction.
- Support construction and commissioning efforts of assigned projects through field walks, respond to RFI, and approve installations before turning over to operations.
- Facilitate pre-start up safety reviews of project scope.
- Provide start up assistance for existing as well as new equipment within the refinery.
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
ExperienceA minimum of ten years of progressive work experience in project management.
PREFERRED EXPERIENCE:
Professional Engineer registration, refinery or petrochemical industry experience.
Education LevelA minimum of a Bachelor's Degree in an Engineering discipline, or an equivalent combination of education and work experience, is required.
Required SkillsTechnical expert in area of specialty. Advanced ability to stay abreast of new technology developments and processes and apply knowledge analytically. Strong knowledge of Microsoft products and commonly used project management and basic engineering concepts and experience with engineering software. Familiarity with standards and practices of the specific discipline. Ability to effectively communicate with others, both written and verbal communication, advanced reading and writing skills, with the ability to perform advanced mathematical calculations.
Supervisory/Managerial ResponsibilityMay be responsible for the supervision of personnel as well as contractors.
Work ConditionsOffice and plant based with up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, wet and/or oil contaminated conditions, at both below grade and elevated positions, and working in confined spaces. Subject to all temperatures, weather and varying road conditions.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $115,300.00, and maximum of $200,700.00.
