Job Title C4I Systems Manager Location San Diego, CA - CA US (Primary) Job Description We are seeking a C4I Systems Manager. This role is located on-site in San Diego, CA. This position serves as the as the Command, Control, Communications, Computers, and Intelligence (C4I) Manager N4351, in which they will provide expert advice to the C5I MPM and DCSO (N435A) for Aircraft Carrier C4I systems maintenance and modernization management.
  • The candidate will provide expert advice to CNAP/CNAL N2, N6, N7, N8 and CNAL CSO on Aircraft Carrier C4I system issues.
  • Will coordinate planning, coordination, and installation of all CVN C5ISR alterations
  • Forward endorsement recommendation on non-standard install or TCD waiver requests for the assigned carrier.
  • Provide assigned carrier specific input for Command, Control, Communications, Computers, Combat System, Intelligence, Surveillance, and Reconnaissance (C5ISR) baseline programming.
  • Work with the Combat Systems Maintenance Coordinator to develop an integrated C5ISR test plan for maintenance availabilities.
  • Monitor and report testing of all C5ISR systems and equipment installed or repaired during the availability.
  • Notify project leadership when Ship's Force work cannot be completed by scheduled or key event completion date.
  • Provide recommendations for appropriate corrective actions to support required completion.
  • Assist Ship's Force in identifying, planning, and performing C5ISR repairs to include for maintenance availabilities.
  • This task involves frequent communication with external customers including CNAP, CNAL, CNSP, and PEO IWS.
  • The candidate will also analyze inputs from Future Readiness Officer (N43F) and CNAP/CNAL Deputy CSOs (N435A1) for issues affecting multiple CVNs and coordinate resolution with cognizant system program managers and review Combat System and C4I Readiness Assessment (C5RA) results, casualty report (CASREP) data.
  • Troubled System Program (TSP) data, and maintenance data to determine C4I trends. Review proposed C4I alterations, verify the accuracy of carrier C4I Navy Data Environment (NDE) maturity data, requirements for C4I equipment improvement, test evaluation, and new developments.
  • Assist the C5I MPM and CNAP/CNAL CSO with configuration management issues for C4I system installations and modifications. Identify C4I issues affecting multiple carriers, and coordinate resolution with cognizant system Program Managers.
  • Participate in C4I TSP Fleet Panels, CNWG, NCMC, and other C4I working groups and meetings. Coordinate with NAVIDFOR Intelligence Officer (IO) and COMPACFLT Intelligence Readiness Cell (IRC) on issues related to IO planning and capabilities.
  • Provide input to C5I MPM on future carrier C4I design. Perform technical assessment of C4I alterations and provide input to CSOs and carrier project teams.
  • Review shipboard manning and training requirements and make recommendations to CNAF N1 and/or N7 regarding ability of ship's force to properly maintain C4I hardware and software.
  • Review Navy Training System Plans (NTSPs) for impacts to C4I systems maintenance training and provide review comments to CNAF N1/N7 as appropriate.
  • Represent the C5I MPM in Air/Ship C4I System integration and modernization alignment meetings.
  • Coordinate Air/Ship C4I system integration planning with aircraft type wings and PEO CVN.
