Position Summary
This role is contingent upon contract award.
The person filling this role is responsible for supporting the development, prioritization, and continuous optimization of business processes, system capabilities, and requirements for TSA's vetting, credentialing, screening, and trusted traveler programs. The primary focus includes business systems development support, process re-engineering, and managing requirements lifecycle activities within IBM Engineering Workflow Management (EWM) or designated workflow platforms.

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.
Key Responsibilities
- Administer and maintain Business Requirements Prioritization Process (BRPP) data and artifacts within the IBM Engineering Workflow Management (EWM) system. Provide user access support, generate extracts, develop management reports/dashboards, perform data quality reviews, and coordinate system enhancements.
- Research, analyze, and evaluate business processes and systems across TSA vetting and credentialing operations. Identify root causes, process bottlenecks, and dependencies to recommend actionable workflow improvements.
- Document, refine, validate, and manage functional, business, technical, operational, and data requirements for new and ongoing Vetting Capability Services (VCS) and related IT systems.
- Support the intake, evaluation, prioritization, tracking, and governance of business requirements as they move through project phases (Funnel, Active, Pipeline, Backlog). Develop leadership briefings and decision materials for executive stakeholders.
- Act as a core liaison between the Business Capabilities Branch, business owners, operational leadership, and IT Technology Solutions Division (TSD) development teams to ensure requirements are clear, traceable, and prepared for deployment.
- Support business IT capability delivery, including implementation planning, stakeholder readiness, acceptance testing support, and post-implementation reviews to evaluate business value.
- Produce process maps, white papers, decision logs, requirements packages, and analytical reports. Ensure all products strictly adhere to TSA/DHS documentation standards, Section 508 compliance, and privacy guidelines.
Qualifications
- Minimum of a Bachelor's Degree from an accredited college or university.
- Minimum of five (5) years of relevant experience in business process analysis, systems development support, and business process re-engineering.
- Demonstrated experience using IBM Engineering Workflow Management (EWM) or similar enterprise requirements/workflow management platforms.
- Proven experience documenting end-to-end business requirements, complex process flows, technical reports, and strategic recommendations.
- Experience supporting system implementation, user acceptance testing (UAT), and post-deployment validation processes.
- Proficiency with process mapping, root cause analysis, gap analysis, and agile/waterfall requirement life cycles.
- Strong communication skills with a track record of facilitating cross-functional alignment between operational business owners and technical IT teams.
- Ability to pass TSA Suitability and Background Determination for Personal Identity Verification (PIV) issuance.
- Familiarity with Federal Section 508 accessibility compliance and DHS/TSA privacy policies (PII/SPII handling).
Preferred Qualifications
- Previous experience supporting DHS, TSA, or federal government identity, vetting, or credentialing initiatives (e.g., TSA PreCheck®, Secure Flight, TWIC).
Compensation and Benefits
The estimated compensation range for this position is between $105,957 and $120,916 annually. Actual salary is determined by a variety of factors, including the candidate's specialized skills, certifications, and years of experience.
