Overview

Tecolote Research is seeking a highly skilled professional with excellent analytical and communication skills and strong knowledge/background in the Department of War Planning, Programming, Budgeting, and Execution (PPBE) process to execute the duties of a senior budget analyst supporting the Space Access Portfolio Acquisition Executive (PAE), Chief Financial Officer (S8), and Space Mobility & Logistics Mission.

Responsibilities

  • Develop, integrate, and analyze budget data throughout all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for the Space Access Portfolio Acquisition Executive (PAE) and Space Mobility & Logistics programs.
  • Provide budget expertise and research to support POM development, Budget Execution Reviews, and other financial management reviews.
  • Develop response strategies to mitigate potential budget cuts and support revisions to budget allocations and reprogramming actions.
  • Conduct expert analysis and reconciliation of current, prior, and canceled year funds.
  • Advise senior leadership on budget planning and execution, new start implications, and compliance with legal and DoW regulatory guidance.


Skills Required

  • Minimum ten years of experience in Department of War (DoW) Acquisition System Program Office, Acquisition Financial Management, or Budget Analysis, including at least eight years in a space system program environment.
  • Extensive knowledge of the DoW acquisition process, including budget planning, formulation, programming, execution, justification, reporting, and program documentation development such as Program Management Directives, Program Management Plans, acquisition plans, and requests for proposals.
  • Experience in launch, range, and satellite acquisition and budget planning and execution is highly desirable.
  • Familiarity with DTM 09-025 Space Systems Acquisition Policy (SSAP), DoW Instruction 5000.02 Operation of Adaptive Acquisition Framework, the DoW FMR, and relevant Air Force and Space Force instructions.
  • Experience with FM-Suite, CCaR, Wide Area Workflow, myInvoice, GAFS, MOCAS, PMRT, IDECS, CRIS, PIEE, DEAMS, ADVANA, Power BI, and Excel is required.
  • Familiarity with the National Intelligence Community budget cycle is preferred.
  • Education: Bachelor's degree in mathematics, business, economics, finance, accounting, engineering, or statistics is required. Master's degree in these fields is highly desired.
  • A minimum of Secret Clearance is required. TS/SCI clearance is highly desired.
  • U.S. citizenship is required.
